Summary

This position is assigned to the Nonappropriated Funds (NAF) Regional Contracting Office; Fleet and Family Readiness (FFR) Division; Commander, Navy Region Mid-Atlantic; Naval Station Norfolk. The purpose of this position is to serve as the Contract Specialist in providing procurement and procurement-related support to Navy Region Mid-Atlantic (NRMA). Incumbent provides specialized expertise in the procurement of supplies and services.

Duties

Help

  • Performs duties in a developmental capacity, receives training, and close supervision for the duties and responsibilities stated herein.
  • Provides acquisition guidance and technical assistance by assisting customers with interpreting procurement policies, reviewing statements of work, solicitations, and contract requirements for supplies and services.
  • Act as acquisition specialist for requirements from beginning of process to end process.
  • Receives and analyzes purchase requests and other related documents for accuracy and correctness for a variety of supplies and services.
  • Determines best method of procurement, such as formal negotiated contract, purchase order, delivery order, or purchase card. Selects appropriate contract type, contract terms, pricing provisions, applicable contract clauses, and acquisition methods.
  • Drafts, reviews, and edits acquisition documents as well as leading the execution of milestones associated with the procurement of supplies and services.
  • Develops negotiation strategies for review and approval by a senior Contracting Officer or supervisor.
  • Takes action on items and services with urgent priority, assuring that all legal and regulatory requirements are accomplished.
  • Conducts pre-performance conferences and debriefs.
  • Performs post-award contract administration until the contractor has delivered required materials and/or services and close-out of the contract.
  • Facilitates as a liaison between NRMA personnel; and contractors, in order to educate customers on regulatory directives and policies, clarify contractual and/or technical requirements; and incorporate knowledge on projected requirements in order to develop adequate sources of procurement.
  • Provides advisory purchasing assistance to NRMA personnel pertaining to the resolution of purchasing problems

  • Starting May 7, 2025, non-affiliated individuals requesting access will need a REAL ID-compliant driver's license or another acceptable form of identification to access CNRMA Installations. (review required documents section for more information.)
  • Must be able to obtain and maintain a National Agency Check with Inquiries (NACI) or higher clearance if needed for system access.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Must possess and maintain a valid driver’s license. Travel requires the use of official government vehicle.
  • Employment is conditional on the successful completion of a background check(s) upon selection and periodically thereafter.
  • Requires or must have the ability to obtain a NAF Contracting Officer warrant under the Simplified Acquisition Threshold within twenty-four months of hire date. The warrant must be maintained throughout employment.
  • Travel may be required to attend trainings, visit contractor facilities, and work performance sites.

Qualifications

A qualified candidate possess the following:

  • Knowledge of nonappropriated and appropriated fund procurement operations, policies, and procedures.
  • Knowledge and application of Federal statutes, Department of Defense (DoD), Department of the Navy (DON), and CNIC procurement/contracting regulations as well as various industry practices, publications, and trends.
  • Knowledge and application of automated accounting systems and on-line computer programs.
  • Experience and Skill in the use of a computer including automated systems (e.g., Word, Excel, Power Point, spreadsheets, databases, etc.).
  • Experience and Skill in analyzing/evaluating records, reports, regulations, and other relevant materials pertaining to procurement/contracting, and in preparing reports.
  • Experience and Skill in conducting subject matter related training.
  • Ability to communicate effectively both orally and in writing.

This position does not have a positive education requirement.
