Manage the Real Estate Mapping and GIS Program, coordinating and executing cadastral activities, and developing work plans and budgets for GIS-based mapping and cartographic products to support real estate functions.
Oversee the acquisition, digitization, and management of geospatial data, ensuring the accuracy and accessibility of real estate mapping products and records for the District’s real estate activities.
Perform complex mapping tasks by revising, maintaining, and constructing real estate maps using diverse sources, ensuring accurate representation of property boundaries and land features for real estate decisions.
Review, write, and verify land descriptions for legal conveyances, applying technical knowledge to ensure mathematical and graphical accuracy in property boundary determinations and legal documentation.
Coordinate with internal and external stakeholders, including engineers, contractors, and legal teams, to ensure alignment on mapping standards, methodologies, and data requirements for real estate projects.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Business travel up to 10% of the time.
The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions.

Basic Requirement for Cartographer:
A. Degree: Bachelor's degree (or higher degree) in cartography, or a degree with a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

B. Combination of Education and Experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Managing projects, planning and/or coordinating cadastral mapping and GIS tasks; 2) assisting with budgeting, managing workflows, and/or supporting contractor oversight to ensure timely, accurate results; 3) revising and creating maps using sources like engineering drawings, aerial photos, and topographic maps and/or GIS software; 4) communicating with stakeholders to ensure technical requirements are understood; 5) reviewing and drafting land descriptions for legal use. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
