Duties

Help

Serves as a technical expert to develop new or innovative concepts and approaches to systems, programs, and policies or serves as a team leader for large, challenging work activities. He/she has experience and expert knowledge of the methods and techniques of engineering or architecture; and (2) the construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. Possesses knowledge of operations and maintenance support at the national level of the systems engineering function for NAS surface radar systems (includes En Route Long Range Radar Systems and Fixed Position Surveillance Systems) and is looked to for guidance on, and resolution of, complex problems related to the introduction of new systems into the NAS and problems associated with continued operation of commissioned facilities.

Applies expert practical knowledge of engineering concepts and extensive technical system knowledge in the documentation process of NAS facilities/equipment. On a national level, prepares complete and final manuscripts of, OR reviews and provides comments to, technical directives, equipment modification instructions, and other maintenance procedures for use of field specialists. Provides engineering expertise in support of the systems engineering function for Air Route Surveillance Radar systems, including ARSR-4 and CARSR and their sub-systems. Reviews and updates requirements and other documentation for procurement efforts; participating in source selections; actively participate in design reviews. Provides guidance and resolution of complex problems related to the introduction of new systems into the NAS and problems associated with continued operation of commissioned facilities.

Reviews and assesses overall progress in the development effort and resolves technical difficulties that can be overcome by changes in characteristics, approach, criteria, and/or requirements and adjusts project work accordingly. He/she is considered as an technical expert for assigned systems and consulted by engineers and managers outside the immediate organization to provide guidance and instructions on complex issues that crosses organizational lines. Engages primarily in determining which approach to take for the major development activities affected by advanced in scientific and engineering technology.

Skill in planning, organizing, coordinating, and integrating the work of multiple projects to accomplish organizational/strategic objectives related to assigned NAS systems, while maintaining cost, schedule, quality, and performance. He/she analyzes, evaluates, and plans course of action to resolve complex design/operational problems impacting system performance of NAS facilities/systems. Evaluates technological trends/establishes approaches for achieving advancements in operational and maintenance requirements. He/she validates and allocates requirements; oversees testing and implementation; and ensures documentation is updated accordingly for surveillance systems. Prioritizes and outlines work and provides guidance to solve technical problems. He/she reviews work of others for technical accuracy and adequacy.

Explores and evaluates advanced proposals and work with management to resolve unusually critical and severe problems. Evaluates technological trends and establishes the more promising approaches for achieving highly significant advancements in operational and maintenance requirements. Analyzes, evaluates, and plans course of action to resolve complex problems of national scope for assigned NAS systems.

Contacts are both within and outside Agency and the federal government, in addition to contacts with fellow employees, varying managerial levels within the chain of command, and varying levels within program area.

Qualifications

TO QUALIFY AT THE FV-J (GS/FG 14/15) LEVEL, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the FV-I (GS/FG 13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE includes: experience providing operational and maintenance support of systems engineering functions for Air Route Surveillance Radar systems.
