The primary purpose of this position is: This is an Air Reserve Technician (ART) Officer position responsible for serving in a dual-hatted full-time support (FTS) capacity as: (1) the NAF/A7X Readiness and Emergency Management Division Chief and (2) as an Air Force Reserve Command (AFRC) Numbered Air Force (NAF) Civil Engineer (CE) program manager and technical engineering consultant for the NAF and all of its subordinate CE units/functions.

  • Applies professional engineering experience, while administering the NAF Civil Engineer (CE) Readiness Program.
  • Serves as the NAF CE technical expert, subject matter expert, engineering consultant, and advisor to the NAF/A4/7 Director, NAF Commander, NAF CE unit personnel, and HQ AFRC staff on NAF-unique issues.
  • Represents the NAF and Command at conferences and meetings. Makes recommendations on construction features, NAF CE missions, policy, delegated, authority, and other questions as they occur.
  • Coordinates and ensures Civil Engineer (CE) readiness for all NAF assigned units and provides engineering advice and coordination dealing with CE-related activities of the active installations/base and units/functions assigned to the NAF.
  • Exercises supervisory and/or personnel management responsibilities. Establishes and implements NAF Engineering Readiness Pay-It-Forward (PIF) processes and schedule.

THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION.
This is an Air Reserve Technician (ART) Officer position located at 22 AIR FORCE AF with the military rank of Lt Col/O-5, AFSC: 032X4. For questions concerning military eligibility please contact the Air Force Reserve Qualification Center at 1-800-257-1212.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure, written test, specified academic courses or related curriculum.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: mastery of two or more professional engineering disciplines, including advanced concepts, principles, and practices of engineering so as to be able to serve as a "program manager" and as the "subject matter expert" to resolve difficult facilities engineering problems and issues, and plan, design, monitor, and evaluate complex facilities engineering programs and Projects.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of engineering methodology, techniques, and practices, as well as a comprehensive knowledge of Civil Engineer (CE) requirements during peacetime and a knowledge of wartime mission requirements.
2. Knowledge of the operations, mission, products, services, needs, organizational structure, and goals of the NAF/A7X Readiness and Emergency Management functions as well as that of subordinate units within the NAF.
3. Ability to communicate effectively both orally and in writing and ability to plan, organize, and assign work, and to manage and supervise a small office staff.
4. Knowledge of wide range procedures, processes, and practices applicable to CE Operations including Prime BEEF and RED HORSE, Emergency Management (EM), Fire Emergency Services (FES), Explosive Ordnance Disposal (EOD), and Security Forces (SF) from the installations and mission support and CE readiness and emergency management functions perspective.
5. Knowledge of DOD, Air Force, and AFRC regulations, policies, and guidelines concerning CE and knowledge of health, safety, and security regulations and requirements.6. Skill in fact-finding, problem resolution, and development of concrete action plans to solve problems.

OTHER SIGNIFICANT FACTS:
1. This is an Air Reserve Technician (ART) Officer position. As such, must sign a "mobility agreement" and meet and maintain Air Force Reserve military requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30% of total responsibilities.
2. Incumbent must hold a valid professional engineering degree from an accredited institution.
3. Employee may be required to perform TDY, using military or commercial aircraft.
4. Ability to effectively operate computer software programs in support of assigned NAF/A7X and NAF/CE programs.

Applicant must be commissioned or commissionable as an ART Officer in the Air Force Reserve. Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned. As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.
