Summary:
The primary purpose of this position is to serve as a Lead Logistics Specialist or Logistics Manager formulating plans, evaluating and integrating logistical functions in support of installation deployment issues; be responsible for logistics readiness programs and plans; support deployments and, provide advice and assistance to the flight, squadron, group, and wing commanders; encourage planning and activities by assigned units to ensure tasked capability is ready anytime; and act as the single point of contact for new and recurring workloads on matters pertaining to the development, implementation, and renewal of agreements (intra-service, inter-service, intra-governmental, and other non-federal activities) between the 920 RQW and other USAF, DoD, federal, state, and local governmental agencies. The operational area of the work force covered by this position includes a vast geographical area extending from Patrick AFB (PAFB), Davis-Monthan AFB AZ, Portland ANGB OR. The position also serves as the Alternate Installation Deployment Officer and supervisor of the Logistics Readiness Element that includes a full-time civilian, an Air Reserve Technician, and military members.

Duties:

  • Provides advice and assistance to the wing, groups, squadrons, and flights on business processes and performance/efficiency of their units.
  • As the wing's senior technical advisor on logistics readiness, deployments, and Aerospace Expeditionary Forces (AEF) issues, performs/leads studies, and provides technical advice and assistance on development and implementation of readiness mission capabilities associated with critical cargo and passenger movement; supply chain management; equipment and vehicle management; deployment/reception and deliberate planning and operations; and plans, programs, resource agreements, policies, and procedures.
  • Represents Reserve rescue for MAJCOM/NAF/Wing/Squadron Logistics readiness issues at higher management level meetings within the organization and at conferences with MAJCOM, HQ USAF, DoD, and other agencies.
  • Exercises supervisory personnel management responsibilities.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Managment Series 0346.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, regulations and laws applicable to a full range of logistics management responsibilities. Ability to conduct significant interpretation of interstate commerce laws and regulations for application to achieve national security readiness requirements for the wing. Work requires considerable skill in applying this knowledge to -plan and accomplish a variety of complex work assignments and or to identify, analyze, and resolve logistics management issues or problems; Knowledge of a wide range of logistics concepts in transportation, supply, and logistics planning, weapons movement, munitions movements, and country clearances to provide technical guidance to the development of program goals, plans, policies, and procedures and work plans dealing with the development of wing strategic visions, to evaluate overall logistics process effectiveness, and to recommend methods to help the wing optimize use of resources and maximize efficiency and effectiveness.

3 full years of progressively higher level graduate education leading to such a degree

LL.M., if related

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include Aerospace Expeditionary Force deployments, cargo and passenger movement, supply chain management, equipment and vehicle management, deployment planning and operations, personal property movement, and logistics plans under peacetime and wartime conditions to develop and recommend policies and procedures for the wing.
  2. Knowledge of Reserve matters including laws that pertain to activation of Reservists, deploying of Reservists in different statuses, and ramifications of failure to meet these public laws. Knowledge of Air Force rescue operations and the support required to execute the mission successfully.
  3. Skill in managing and controlling numerous critical projects at one time and communicating status of each to leadership in a timely manner. Skill in analyzing issues and formulating solutions to complex problems.
  4. Ability to analyze, plan, and adjust work operations of subordinate installations/organizational segments to meet program requirements and objectives within available resources.
  5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
  6. Knowledge of military and civilian policies, procedures, and directives of personnel management. Ability to relate positively with superiors and subordinates, and promote team building.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
