Duties

Help

Provide legal support across the full range of Army Morale, Welfare, and Recreation (MWR) and NAFI practice areas, with an emphasis on NAF contracting, including acquisition strategy, statement of work preparation, solicitation, drafting, negotiation and administration of contracts; contract claims and disputes; vendor agreements; public private ventures; debt collection; acquisition and use of NAF property and interests in real property including facility construction, and maintenance and restoration.

Provide advice on fiscal law matters involving the application of fiscal law statutes, regulations, and MWR funding policies pertaining to the use of nonappropriated and appropriated funds in support of the MWR program.

Provide advice and guidance on administrative law matters and issues resulting from MWR operations as well as Freedom of Information Act/Privacy Act matters, and ethics.

Provide oral and written legal advice concerning the activities of the IMCOM G-9.

Perform in-depth legal research.

Serve as ethics counselor.

Coordinate actions with other staff elements and with installations, IMCOM Staff, IMCOM Directorates, AMC, Department of the Army, and higher level legal and staff offices, as appropriate.

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

Successful completion of a full course of study in a school of law accredited by the American Bar Association and have the first professional degree (LLB or JD).

Must be a member in good standing of the bar of a state, territory of the United States, District of Columbia or the Commonwealth of Puerto Rico. Proof of bar status is required.

In addition to the above, highly qualified candidates will possess the following:

Knowledge of Government Contracting with an emphasis on acquisition strategy, statement of work preparation, solicitation, drafting, negotiation, and administration of contracts.

Knowledge of fiscal law matters involving the application of fiscal law statutes, regulations, and budget policies.

Possess ability to provide advice on administrative law matters resulting from operations and responsibilities of operating on large military installations as well as Government Ethics/Standards of Conduct, and Freedom of Information Act matters.
