Duties

Help
  • Serve as a Country Program Manager (CPM) for assigned countries, programs, and organizations for the purchase, transfer and/or lease of defense articles, training, and services.
  • Serve as the primary point of contact and command representative with complete responsibility for developing, coordinating, and managing Security Assistance (SA) programs.
  • Responsible for all logistical aspects (for example: receipt, review, documents, waivers, notification, taskings, processing, etc.) of Security Assistance program management.
  • Review and process Letters of Request for Pricing and Availability and Letters of Offer and Acceptance (LOA).
  • Maintain liaison with foreign government representatives and key personnel within the Security Assistance Enterprise.
  • Prepare briefings, trip books, read-ahead, issue papers, action items, informational papers/memorandums, and other documents for leadership.

  • Must be able to obtain and maintain a secret security clearance.
  • Percentage of time to be spent TDY is up to 20%.
  • The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position's SCW certification level.
  • Term employment is subject to a one year trial period.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS-12: One year of specialized experience which includes reviewing letters of request for pricing in support of country procurement plans; identifying security assistance issues to assist with providing corrective action; monitoring operating procedures and systems to ensure compliance with established policy and regulations; and preparing briefings on the development of assigned programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Additional information

  • Position may be filled as a Term Appointment NTE three (3) years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.
  • Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
  • Position may be made permanent without further competition.
