Duties

Help
  • Serves as the senior exercise program manager for contingency/emergency plans, operations, and support for JCS/Combatant Commander located at the Total Force Directorate, Combat Support Center, Plans, and Readiness, and Training Team.
  • Serves as a principal DCMA expert advisor and consultant to Executive Director Total Force, Combat Support Center Director and DCMA HQ managers at all levels.
  • Advises and consults on contingency planning in support of major Combatant Command and Service war planning conferences and meetings as well as those related to federal emergency action planning and execution.
  • Plans and executes worldwide and regional exercises related to contingencies, mobilization, and expeditionary operations.
  • Develops contract guidance and technical support to assist and guide procurement personnel in the development and administration of contracts created to support the mission of Combatant Commands and Military Services contingency operations.
  • Resolves plan shortfalls, limitations, and other conditions that impact DCMA's ability to perform its contingency support mission.
  • Utilizing Joint Staff planning, exercising and executing systems such as the Joint Training Program (JTP) and the Joint Lessons Learned Information System (JLLIS).

Qualifications

To qualify for a Program Manager (Contingency Contract Operations), your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.
Creditable specialized experience includes:

  • Evaluating theater operation plans and assessing supporting contingency tasks and missions.
  • Providing technical guidance to direct the design of contingency plans, foreign and domestic, deliberate, as well as crisis action.
  • Briefing senior leaders and highest-level officials on Operational Contract Support, military exercise and operational planning, and/or logistics/contracting operations support.
  • Planning, coordinating, and executing military component and/or Joint exercises.
  • Providing technical guidance to direct the development of contingency plans, foreign and domestic, deliberate, as well as crisis action.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
