  • Responsible for the unit’s Aviation Program to include oversight, budget planning, development, execution, and monitoring of all aviation operations.
  • Serves as liaison for the interagency coordination and use of tactical and logistical aircraft on multi-agency emergency incidents, mutual aid responses, military operations/coordination.
  • Develops Unit Aviation Plans, manuals, handbooks, and instructional materials and conducts workshops that provide direction and guidance to field / zone / interagency offices.
  • Serves as the unit's Contracting Officers Representative (COR) on Call When Needed (CWN) and or On Call aircraft. Participates in the preparation of CWN/On Call and Exclusive Use contract specifications.
  • Coordinates with Aviation Maintenance Inspectors and contractor to ensure compliance with contract specifications.
  • Participates in resource need forecasting and allocation to ensure aviation priorities are represented in strategic planning and long-range objective development for the broader resource management program.
  • Responsible for the unit's aviation safety and training program. Conducts training needs analysis and sponsors, conducts, and coordinates aviation training courses.
  • Ensures the unit coordinates with the Alaska Interagency Coordination Center (AICC) and/or Anchorage Interagency Coordination Center (AIDC) and operates within the protocols of the current accident/incident mishap response plan.
  • Reviews the Aviation Safety Communications Database (SAFECOM) and provides recommendations for corrective action.
  • Serves as the unit’s Contracting Officers Representative (COR) on Call When Needed (CWN) aircraft. Participates in the preparation of CWN and Exclusive Use contract specifications.
  • Monitors aircraft contractor performance and provides findings to appropriate personnel utilizing a contractor performance assessment.

Qualifications

Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-09) of the position to be filled.

To qualify for the GS-11 grade level, 1 year (12 months) of specialized experience equivalent to GS-09 is required. Examples include but are not limited to: serving as liaison for the interagency coordination and use of tactical and logistical aircraft on multi-agency emergency incidents, mutual aid responses, military operations/coordination or other emergency use of tactical aircraft. As the unit aviation safety and training administrator, the incumbent will be coordinating and delivering aviation training to staff, reviewing and maintaining compliance with aviation qualifications and equipment policy, working as a member of an all-hazards team responding to incidents, planning and managing projects and other aviation supported missions. Also serves as a liaison with cooperating aviation agencies and the regional aviation coordinators. May work with a variety of aviation assets including exclusive use, on call, and medical transport helicopters.

Substitution of Education for Experience: GS-11: A Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree in a directly related field such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position; OR an equivalent combination of experience and education as described above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: Most work is performed in an office or meeting room setting; occasionally exposure to risk or discomfort while conducting visits to the field due to extreme temperatures, topography and remote living conditions.

Work Environment: While on incident assignments, the incumbent may be exposed to temperature extremes, dust, smoke, noise, rugged topography, involving flights in fixed or rotor wing aircraft, extended outdoor living and high-stress emergency activities.
