Plans, organizes, and manages all operations and activities of a large Youth Program, including a Main Youth Center, a School Age Annex and a Teen Center, ensuring compliance with legal, regulatory, and accreditation requirements. Provides leadership and oversight for a comprehensive youth development program, including school-age care, youth sports and fitness, STEM initiatives, arts, career and leadership development, and expanded transition and outreach programs. Maintains national accreditation, ensures compliance with child abuse reporting requirements, and implements a safe, inclusive, and enriching environment for youth.
Supervises and evaluates staff, sets performance expectations, approves training and leave, and addresses performance issues. Oversees administrative operations, develops budgets (APF/NAF), manages procurement, and maintains financial accountability, including USDA and grant funds. Ensures facility safety, initiates and oversees renovations, and enforces vehicle and transport safety standards.Acts as a liaison with local and national youth organizations and installation stakeholders, promotes partnerships, and represents Youth Programs in high-level meetings and briefings. Maintains public relations efforts, monitors customer satisfaction, and advocates for youth and family needs. Prepares and evaluates reports, resolves issues, and ensures mission alignment and program quality across all areas of responsibility.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application.
Qualifications:
(1)A 4-year degree in Youth Development or a related field such as Elementary Education, Special Education, Family and Consumer Science (Early Childhoodemphasis) AND 3 years of full-time experience working with children and/or youth.
OR
(2)A combination of education (at least 24 semester hours) and experience, or additional course work, that that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above AND 3 years of full-time experience working with children and/or youth.
(3)Knowledge of youth education principles, concepts, and techniques to develop, interpret, monitor, and evaluate the execution of curriculum and age-appropriate activities.
(4)Knowledge of adult learning techniques and strategies and experience training adult learners.
(5)Ability to support DoD certification, accreditation, and staff credentialing Military School-Age Credential (MSA), Associate of Arts (AA) Degree by ensuring that required training is administered and successfully accomplished to meet statutory and program requirements.
Must have the ability to supervise and provide guidance and leadership to employees and providers. Ability to identify and respond to emergency situations including evacuations, child illness, and physical and emotional disorders. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills
Condition(s) of Employment:
Satisfactory completion and favorable adjudication of installation records checks, and state and national criminal background checks may be required for positions that provide lessons or instruction to children. Successful completion and favorable adjudication of applicable background investigation (Tier 1 Level) is required.
