Summary

The incumbent acts as the facility employee transportation assistant. The position serves as the Agency Organization Program Coordinator (A/OPC) for the stations travel card program. He/She monitors cardholder transactions to ensure travelers follow VHA guidelines and regulations. May arrange/coordinate travel arrangements including airfare, hotel and car rental reservations when applicable. The position falls under Fiscal Service.

Help

Major duties include, but are not limited to the following:

  • Incumbent serves as the point of contact for resolving problems related to assigned Permanent Change of Station (PCS) moves, analyzes VAF 5-3916 and applicable regulations to determine entitlement and method of travel, and advises employee on entitlements and paperwork necessary to document travel and substantiate claim for reimbursement.
  • Coordinates arrangement for travel and prepares travel authority; computes reimbursement for employee expenses and prepares travel vouchers. Calculates Relocation Income Tax (RIT) Allowance for eligible employees, using knowledge of IRS regulations governing deduction for moving expenses.
  • For Temporary duty travel, incumbent provides cost estimates to assist managers in evaluating requests for travel. Upon receipt of approved requests, formulates the most convenient and economical travel arrangements, prepares itinerary, purchases airline tickets, and issues travel authority. Incumbent advises employees on conditions and requirements under which allowances are payable and provides information on ways to avoid excess cost or misuse of government funds. Prepares employee's travel voucher, verifying that all expenses are authorized and documented with receipts as required. For pre-employment interview travel, coordinates arrangements and informs interviewees of government travel regulations.
  • Provides assistance to managers in performing analyses and/or evaluation of Travel program characteristics. Provides monthly travel budget reports for the Chief Business Officer and assists in the evaluation of appropriate travel funds usage. Conducts portion of organizational surveys in a wide variety of organizational activities. Obtains, organizes, files, and retrieves reports, correspondence, and numerical data for use in preparing status reports, briefings, and presentations. Analyzes workflow to determine potential problem areas and makes recommendations to correct these areas and to improve coordination between the various units and/or offices. Identifies and recommends ways of eliminating, combining, simplifying, or improving procedures and processes.
Work Schedule: Monday through Friday 08:00am - 04:30pm
Remote: This is a remote position.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Expert knowledge of transportation regulations, methods, VA directives, (FTR) Federal Travel Regulations policies and procedures
  • Knowledge of the Government Travel Charge Card Program, salary offset procedures and delinquent travel card accounts
  • Knowledge of creating travel authorizations, processing remote location travel, and completing cost comparison's
  • Knowledge of accounting procedures, along with computer programs such as Word, Excel, and Powerpoint.
  • Skill in applying analytical and evaluative techniques to pull and analyze data from multiple systems such as Financial Management System (FMS), electronic travel system (ETS) travel management center (TMC) for reports.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires no special physical demands. It may involve some walking, standing, bending, or carrying of light items.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
