As an SUPERVISORY IT SPECIALIST (PLCYPLN), GS-2210-14, you will plan, organize, and oversee the activities of the state J-6; develop goals and objectives that integrate C4 objectives into state short and long term operational plans; provide C4 program policy guidance and direction to the USPFO-DPI, ANG Communications Flights, the State Military Departments, and tenant organizations within the state; establish, revise, or review policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promotes team building, implements quality improvements, or in response to concerns with regulatory compliance and/or customer requirements; exercise supervisory personnel management responsibilities; direct, coordinate, and oversee work through subordinate supervisors; advise staff regarding policies, procedures, and directives of higher-level management or headquarters; selects candidate for subordinate non-supervisory and supervisory positions taking into consideration skills and qualifications, mission requirements, and EEO objectives; represent the command in dealings with a variety of state, state National Guard and functional area organizations; establish, develop, and maintain effective working relationships with all serviced organizations and all senior staff members within the state; meet with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise; serve as the primary staff advisor and authoritative expert to the Adjutant General, staff elements, and command officials on matters pertaining to information management/services, i.e., information technology (IT), communications, information assurance, printing, publishing, records management, official mail, e-mail, and visual information, both present and future; actively participate in the Information Management Council (IMC); serve as the technical proponent for strategic and tactical communications and IT systems; monitor, review and analyze program implementation; function as the state Designated Approval Authority (DAA) for matters pertaining to network security; review and analyze supported state mission plans and operations to determine current and future information systems requirements; i.e., automation, communications, equipment, facilities, supplies, personnel, funds, etc; act as a member of the state budgetary council, develop and promulgate short and long-range state information management plans and projects involving the definition, design and maintenance of new and modified systems; perform other duties as assgined.

Qualifications

MILITARY GRADES: Officer (LTC - COL)

GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPEREINCE: Must have one year of specialized experience at the GS-13 level OR must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
