Duties

Help

The Field Office Director (FOD) has overall responsibility, as well as delegated authority, for the oversight and administration of Enforcement and Removal Operations (ERO) within U.S. Immigration and Customs Enforcement (ICE), Department of Homeland Security (DHS). The FOD ensures that field office resources and expertise are being effectively deployed to locate and arrest fugitive aliens, detain certain aliens while their cases are being processed, and remove aliens from the United States when so ordered. As the FOD, you will be responsible for:

  • Exercising broad delegated authority in managing, directing, advocating, and implementing all aspects of an ERO field office, to include all criminal and civil immigration law enforcement, and administrative operations in support of ICE's and ERO's strategic goals and objectives.
  • Managing a large, physically dispersed, multidiscipline workforce engaged in all facets of ERO field office work.
  • Justifying the allocation of resources to the designated ERO field office programs or projects based on the priorities of ICE and ERO, to include other ICE Directorates.
  • Providing day-to-day direction, through subordinate managers, supervisors, and staff directors, within the field office.
  • Determining and developing the field office program strategic goals and objectives for the organization and ensuring that these goals and objectives are successfully implemented.
  • Developing and maintaining metrics through subordinate managers and supervisors for the purpose of monitoring work status to assess the overall effectiveness, efficiency, and productivity of the organization.
  • Measuring to ensure consistent understanding, implementation, and compliance with all relevant criminal and civil immigration law enforcement laws, regulations, policies, and procedures in support of the DHS, ICE and ERO missions.
  • Translating new legislation into program goals, actions, and policies, interpreting the impact of new legislative requirements on field office and ERO programs.
  • Advising the Assistant Director for Field Operations on all aspects of assigned programs and representing ICE and ERO in the area of assigned responsibilities.
  • Establishing, fostering, and maintaining working relationships with international, other federal, state, local, and tribal law enforcement counterparts, as well as community representatives.
  • Providing regular and recurring briefings to ERO leadership regarding special projects or investigations.

  • Satisfactory completion of a drug test is a condition of placement and/or employment in the position and the incumbent(s) of this position is/are subject to random drug testing.
  • The Immigration Reform and Control Act of 1986 requires SES appointees coming from outside the Federal service to verify they are eligible to work in the United States.
  • You must be able to obtain and maintain a Top Secret/SCI security clearance.
  • Experience in a primary law enforcement position or equivalent experience outside the federal government is a prerequisite.
  • This position requires the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime or domestic violence cannot lawfully possess a firearm or ammunition (18 U.S.C. § 922(g)(9)).

Qualifications

1. BASIC QUALIFICATIONS

As a basic requirement for entry into the Senior Executive Service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined in the Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent.

This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising a large number of employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:

  • Directing the work of an organizational unit;
  • Ensuring the success of one or more specific major programs or projects;
  • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
  • Supervising the work of employees, developing policy, and other executive functions.
If your experience does not include these basic qualifications, you will not be determined qualified for this position.

2. EXECUTIVE CORE QUALIFICATIONS (ECQs)

The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants will be assessed for executive competency against the following five mandatory ECQs.
  • ECQ 1: Leading Change - This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
  • ECQ 2: Leading People - This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
  • ECQ 3: Results Driven - This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
  • ECQ 4: Business Acumen - This core qualification involves the ability to manage human, financial, and information resources strategically.
  • ECQ 5: Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
Additionally, the Fundamental Competencies are the personal and professional attributes that are critical to successful performance in the SES and serve as the foundation for each of the ECQs. They are cross-cutting; experience and training that strengthen and demonstrate these competencies will enhance a candidate's overall qualifications for the SES.

3. TECHNICAL QUALIFICATIONS (TQs)

In addition to the ECQs, all applicants must demonstrate accomplishments that would satisfy the following TQs.
  • TQ 1 - Demonstrated mastery knowledge of, and skill in applying, advanced laws, regulations, theories, concepts, practices, and principles of criminal and civil immigration law enforcement work including constitutional and statutory laws, investigative procedures and techniques; and specialized law enforcement methods and techniques sufficient to manage ERO's law enforcement operations.

Additional information

Law Enforcement Retirement: This position carries secondary law enforcement coverage as provided by 5 U.S.C. § 8336(c) and § 8412(d) for eligible law enforcement employees, which does not carry mandatory retirement. However, some employees may be subject to mandatory separation depending on their individual status.

SES Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is key to advancement. SES members may be reassigned at the discretion of the appointing authority and may be required to sign a mobility agreement. You must be prepared to accept, without objection, reassignment based on the needs of the agency, including for operational and/or career development purposes.
