Duties to include but not limited to:

  • Coordination of surveys and reports.
  • Performance improvement activities.
  • Policy development.
  • Budget and financial management.
  • Procurement and contracting, statistical, emergency preparedness.
  • Cross service coordination and other administrative functions.
  • Serves as conduit for information flow and management assignments between the services offered in the respective outpatient clinic.
  • Provides advice to management and program personnel on budgetary and finance issues.
  • Serves as the facility manager and acts as primary go-between with the individual service leaders at the respective facility, the leasing contracting officer, and the building lessor/owner.
  • Solely responsible for the contact, communication and resolution for any and all concerns and complaints directed at both VA ECHS with regard to any subcategory that falls under their clinics site care.
  • Performs all other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday-Friday, 7:00am-3:30pm.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirements

Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the IOR you must also meet the following:
Specialized Experience for GS-11 grade level: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: executing the health care system's mission with cross coverage communication spanning across the triad of clinical leaders and all members of administrative services to ensure the inclusivity of the clinic and the overall implementation of health care system's mission; adherence to designated policies and procedures; ability to deal with new, unusual and ongoing changes; ability to coordinate activities with other programs, and effectiveness in interpersonal relationships.

OR

Applicants may substitute education for the experience required for the GS-11 level. Must have successfully completed one full year of graduate education (18 semester hours or equivalent), or an internship in course matter with a major that included courses directly related to the work of the Health Technician position. Must have successfully completed one full year of graduate education (18 semester hours or equivalent), or an internship in course matter with a major that included courses directly related to the work of the Health Technician position.

OR

Applicants may also combine education and experience to qualify at the GS-11 level. Must have an equivalent combination of related graduate level education and specialized experience to meet the total experience requirement.

Specialized Experience for GS-12 grade level: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: in-depth knowledge of healthcare administration, continuously quality improvement; highly developed skill in applying advanced qualitative and quantitative techniques in order to perform thorough management analysis of current and projected diagnostic service programs; extensive knowledge of the unique characteristics of the specific health care delivery system served; comprehensive knowledge of broad agency administrative practices such as control practices, office processes, regulations and rules in keeping with senior management decision makers affecting the administration and delivery of healthcare resources; communicate orally and in writing with a variety of individuals to obtain and provide information, to write standard operating procedures and other informational papers, to develop and provide training, and to articulate a wide range of issues so Service Management, and senior leadership.

To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

The first year of service of an employee who is given a career or career-conditional appointment in the competitive service under the Civil Service Regulations is a probationary period unless specifically exempted by the appointing authority.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
