Duties

Help

  • The DCFO reports directly to the CFO-Comptroller, an SES Tier II.
  • Fulfills the functions as a Financial Management Executive in executing all aspects of the programming, budgeting and execution phases of the Planning, Programming, Budgeting, and Execution process.
  • Develops and implements strategic and tactical financial goals to ensure the agency's economic viability in both the short and long term planning horizons.
  • Directs the agency's day-to-day financial management program through headquarters staff and field activity resource management organizations.
  • Reports to the CFO-Comptroller on the development of DISA's budget formulation, presentation, justification, and execution.
  • Directs financial management policy development, interpretation and application oversight.
  • Ensures CFO compliance to include publishing auditable financial statements.
  • Executes accounting and finance matters to include funds control and development of CFO and Financial Accounting Standards Advisory Board compliant feeder and financial management accounting systems.
  • Develops and oversees agency financial metrics that are included in all reporting mechanisms.
  • Implements the Federal Financial Managers Integrity Act.
  • Manages and analyzes agency financial management and program management data.

  • Must be a U.S. Citizen.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • The incumbent must be eligible to obtain and maintain, at minimum, a Top Secret security clearance with Special Compartmentalized security access.
  • The incumbent may be required to obtain and maintain Classified Courier orders.
  • This position requires the incumbent to have regular and recurring access to Top Secret information in the performance of official duties where the loss or compromise of such information would cause serious damage to National Security.
  • Compliance with the provisions of the Ethics in Government Act, Public Law 95- 521, as amended, requiring a Financial Disclosure Statement, SF 278, upon assuming the position, annually, and upon termination of employment, is required.
  • This position requires that the incumbent achieve and maintain Financial Management Certification Level 3.

Qualifications

To meet the minimum qualification requirements for this position, you must demonstrate that you possess the five Executive Core Qualifications (ECQs), Technical Qualifications and other qualifications, if applicable, listed below.


EXECUTIVE CORE QUALIFICATIONS (ECQs): All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately, not to exceed 10 pages. You are required to respond to all ECQs. If you fail to do so will result in a rating of 'ineligible.'

Current and Former Career SES members, and graduates of SES CDP programs with OPM Certified ECQ's do not need to address the ECQs.

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide a workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.


TECHNICAL QUALIFICATIONS: You must show how you possess the MTQs within your two-page resume. Failure to meet the two technical qualification requirements automatically disqualifies an applicant.

TQ1 - In-depth knowledge of and experience with financial, cost accounting and reporting concepts and principles and current emerging issues and developments in the
financial and business fields. Experience must be from managing a multi-billion
dollar budget in a large and complex agency or organization.

TQ2 - In-depth knowledge of and demonstrated work experience in the General Fund and
Defense Working Capital Fund or similar budgetary processes for a large
organization or corporation.


DoD Joint Enterprise-wide Experience: Possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences.

There is no substitution of education for experience for this position.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience and education. Your application will be evaluated by a rating and ranking panel, and highly qualified candidates may undergo an interview and a reference check. The Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority. Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
