The selectee will serve as a Supervisory Human Resources Specialist (Recruitment & Placement) in the Office of Human Resources, Law Enforcement Acquisition Division. Typical work assignments include:

  • Supervising a team of HR Specialists and contractors engaging in recruitment and placement activities. Assigning work, setting priorities, and monitoring workload to ensure timely and accurate execution of staffing actions.
  • Providing applicable information to stakeholders on implementation and execution of law enforcement human capital programs. Promoting compliance with internal and external policies, regulations, OPM guidance, directives, laws, and regulations and overseeing quality assurance of human capital operational programs and implementation of automated systems.
  • Developing, executing, and determining long and short strategic plans to manage changes in resources and/or plan future management of allocated resources.
  • Providing briefings, analyses, metrics/analytics, and reports on assigned human capital programs and issues; and refining technical information into quality work products; providing consultant advice and support to all levels within the agency; communicating and disseminating program information.
  • Analyzing and evaluating individual and program effectiveness by reviewing accomplishments, quality of work produced and established performance standards; conducting policy reviews to determine effectiveness of policies and best practices and ensuring consistency of application; monitoring work to identify and resolve problems in accuracy, adequacy, and adherence to procedures, then implementing appropriate corrective action; and providing key analytics/metrics and data on program performance and accomplishments.

Qualifications

To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying.

You qualify for the GS-14 level (starting salary $142,488.00) if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as:

  • Providing a full range of advisory services to internal and external stakeholders on federal laws, regulations, policies, and procedures governing Human Resources Recruitment & Placement Programs.
  • Providing authoritative guidance to managers and supervisors on recruitment, staffing, and placement programs and special appointing authorities in the competitive and/or excepted service.
  • Leading or supervising human resources projects, or a team of human resources staff members.
  • Communicating and disseminating information to internal and external stakeholders regarding program status, briefings, analyses, metrics/analytics, and/or reports on human capital programs and issues.
  • Researching and interpreting Federal laws, regulations, policies, and procedures to assist in streamlining processes and developing HR standard operating procedures and guidance, as well as advising senior management on best practices and ways to improve the programs and services administered.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
