Duties

Help

The incumbent assists and advises the Auditor General on strategic and executive leadership issues to:

- Direct the formulation and execution of long-range, strategic plans for internal auditing in accordance with all relevant standards, reflecting current standards for audit methodology and application of auditing tools and techniques.

- Develop civilian personnel within the auditor career field, ensuring development of the skills, experience, and training needed to sustain internal audit capabilities within the DAF and supported Combatant and Unified Commanders (COCOMs). Ensures audit personnel meet required standards for continuing professional education, and personnel management initiatives are consistent with strategic plans.

- Adopt and interpret broad agency policies established by the Auditor General to assure uniform and balanced program coverage. Formulates and establishes audit policies and technical guidance covering the approach; objectives, and resources application for the full range of installation level audit and non-audit services.

- Plan, direct and evaluate the performance of field auditing operations for worldwide installation level activities within all DAF operational major commands to ensure achievement of the directorate's mission and conformance with government auditing standards promulgated by the Governmental Accountability Office (GAO).

- Represent or assist the Auditor General and participate as an authoritative expert in inter and intra-departmental conferences where problems and/or changes in audit operations are discussed, making decisions in the name of the Auditor General.

- Participate in DAF, DoD, Government-wide, and industry study groups requiring extensive applications of both broad professional and specific DAF principals to resolve major audit issues or management problems.

  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
  • Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

A. MINIMUM QUALIFICATIONS:

1. Education Requirement:

a. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
b. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
2. Certification Requirements: This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

B. MANDATORY TECHNICAL QUALIFICATIONS (TQs): Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

1. Expertise in professional auditing standards and principles, and an in-depth knowledge of related fields such as management analysis, statistics, and financial management/reporting.

2. Demonstrated experience in managing human and financial resources and leveraging technology and data towards achieving organizational goals.

In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required--this information should be embedded within the resume.

Incumbent must possess a degree in accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law).
OR
Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor.

SALARY: $184,363.00 - $217,000.00 per annum. (Air Force Tier 2) SES members are eligible for bonuses and/or ranks and stipends in addition to annual salary.

SES members are eligible for Performance-Based Salary increases and/or bonuses. This is a SES Career Reserved position and is assigned a precedence priority code of DV-5, Tier 2 for protocol purposes.

MOBILITY: Organizational and geographical mobility is essential in developing and managing SES and DISES leaders and generally is a key to advancement. Therefore, mobility is a condition of employment and appointed SES and DISES members will be required to sign a Reassignment Rights and Obligation Agreement.

Key Position: The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and incumbents CANNOT become a member of the Ready Reserve. (IAW: DoDI 1200.07, "Screening the Ready Reserve"). Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

Veterans' Preference: Veterans' preference is not applicable to the SES.

Relocation Authorized: Payment of Permanent Change of Station (PCS) costs is authorized in accordance with the Joint Travel Regulations (JTR).

Candidates will be evaluated for this position by a screening panel composed of senior executives and/or general officers selected for organizational and/or functional backgrounds relevant to this position. The panel discusses each application and reaches consensus on the resume packages demonstrating a high degree of the executive core qualifications and technical competencies. Only those applicants whose packages demonstrate a mastery of ECQs and technical competencies are selected for interviews. Post interview, the panel will then make a recommendation of those Best Qualified candidates who should be referred to the selecting official, in priority order. Final selection is contingent upon the Air Force Executive Resources Board and the Under Secretary of the Air Force.
