Summary:
To serve in a key staff professional position recognized as the top education and technical expert. Position is expected to be a senior leader, Division Chief, and technical adviser to the Numbered Air Force (NAF) commanding officer (Two Star General Officer) and the Director, Flying Training Center of Excellence to design, curate, and implement a new learning paradigm for the Air Force flying training ecosystem. Additionally, this position is responsible for sustaining the Air Force Continuum of Learning initiative for the world's largest flying training organization by supporting the Flying Training Center of Excellence (FTCoE) key tasks and lines of effort. Furthermore, this position provides broad operational leadership, expertise, and guidance throughout the NAF and FTCoE in the functional area of Instructional Systems Design (ISD). As the lead proponent to inform Air Force doctrine on flying training curriculum, innovation, and modernization, the NAF and FTCoE requires a learning expert to lead competency-based, force-development strategies, and apply ISD methodologies in the advancement of flying training and education across the Air Force.

Duties:
1. Serve as the senior educational strategist and technical expert in the functional domain of Instructional Systems Design and learning sciences for 19th Air Force and the Flying Training Center of Excellence.

2. Provide executive-level leadership and exercises supervisory personnel management responsibilities in 19th Air Force and the Flying Training Center of Excellence. Serve as a Division Chief, with significant scope of responsibility.

3. Represents Headquarters 19th Air Force and the Flying Training Center of Excellence as a senior leader and technical expert interfacing in a variety of senior-level internal and external engagements and forums.

4. Effectively execute program, knowledge, and resource management. To ensure mission success training and educating the next generation of combat Airmen, the incumbent requires extensive knowledge how to actualize Continuum of Learning innovations by ensuring the long-term sustainment through the Planning, Programming, Budgeting, and Execution process.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions Group Standard, to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems Series.

*Basic Requirement for GS-1750-12 INSTRUCTIONAL SYSTEMS SPECIALIST: A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must include study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology; (2) Instructional design practices (3) Educational evaluation (4) Instructional product OR (5) Computers in education and training. Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours. AND
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience for GS-1750-12 which includes professional knowledge of instructional design and development principles sufficient to plan, coordinate, and design, execute, and evaluate instruction for full-length courses, complex development areas, and entire education, training, and experiential programs for pre-commissioning programs. Professional knowledge of learning theory; the principles, practices, and techniques of instruction; and education and training administration, resources, principles, policies, procedures, and programs. Knowledge of human resource management resources, principles, policies, procedures, and programs. This definition of specialized experience is typical of work performed at the GS-11 grade/level position or equivalent in the federal service. Note: You MUST submit a copy of official transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery knowledge and demonstrated competency and skillset of professional human learning theory and performance improvement concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced education theories, principles, and concepts to projects/operational systems design, development, execution, and advisory services. In order to innovate, modernize, and sustain a broad portfolio of 300 fundamental and advanced flying training syllabi.

2. Provide knowledge on all executive-level leadership as Division Chief (O-6/GS-15 billet). Provide policy guidance across 19 AF and the Flying Training Center of Excellence on all matters pertaining across the continuum of learning design, implementation, and sustainment for the flying training ecosystem. $13M O&M budget, and conduct program management of multiple service and labor contracts.

3. Knowledge of professional Instructional Systems Design principles, techniques, practices, and procedures as they pertain to the sustainment, modification, and training system production, as well as management principles, concepts, policies of standard acquisition regulations, practices, and procedures.

4. Skills in authoritative expertise in the functional area of Instructional Systems Design, ensuring 19 AF and the Flying Training Center of Excellence training programs are aligned with mission readiness, operational requirements, and competency-based learning outcomes.

5. Ability to serve as principal learning strategist for the 19 AF and Flying Training Center of Excellence, guiding design, development, and execution of enterprise-wide flying training and education initiatives underpinning the Flying Training Center of Excellence lines of effort, integrated devices and advanced technologies, and syllabus design and modernization.

6. Ability to effectively communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, industry, and other agencies.
