This position is only open to current and former NAF employees, and current, eligible DoD APF employees.
Provides technical assistance to managers concerning appropriated and nonappropriated fund budgeting. Ensures the correct production of budgets and their execution including compliance with appropriate regulations, etc. Reviews and analyzes financial reports to identify trends, working capital and the NAFI's financial position. Ensures all individual budgets are coordinated, realistic and support long range planning. Consolidates budgets into a single NAFI package.
Evaluates established internal policies, procedures and management controls to ensure adequacy. Monitors compliance. Recommends changes and suggests solutions to managers.
Performs analyses of performs financial statements for proposed ventures; evaluates efficiency and effectiveness of proposals; prepares/reviews return on investment schedules for capital projects; assists and guides managers deciding on capital reinvestments.
QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
MINIMUM QUALIFICATIONS:
Work experience which includes:
1) interpreting and assessing program financial performance using standard financial management systems;
2) interpreting balance sheet and profit and loss statement results; and
3) the application of commercial budgeting techniques.
All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks.
HIGHLY QUALIFYING CRITERIA:
1) Proficiency with tools and software necessary to process financial transactions and analyze and report financial data (examples include: SMIRF, FMBS, Great Plains, EDM, SNACS/PRISM, Excel, Word, Power Point, Access, Power BI, Forms, Power Automate, etc.).
2) Experience conducting data analysis to identify trends and irregularities necessary to recognize inefficiencies and potential fraud.
3) Experience processing a high volume of financial transactions (accounts payable, accounts receivable, etc.) with close attention to detail.
4) Working experience as a customer service provider.
