You will serve as a QUALITY ASSURANCE SPECIALIST (SHIPS) in the Quality Assurance (QA) Department (Code 130), CAQAP
Programs & Audit Division (Code 132), Programs Branch (Code 132A) of MID ATLANTIC REGIONAL MAINTENANCE CTR.
Summary
You will serve as a QUALITY ASSURANCE SPECIALIST (SHIPS) in the Quality Assurance (QA) Department (Code 130), CAQAP
Programs & Audit Division (Code 132), Programs Branch (Code 132A) of MID ATLANTIC REGIONAL MAINTENANCE CTR.
Current permanent employees of DON, DoD Military Spouse Preference (MSP) eligibles, DoD Military Reserve (MR) and National Guard (NG) Technician Preference eligibles and DoD Retained Grade Preference eligibles, and VEOA eligibles.
You will reviews work specifications and other contract documents to assure adequate quality requirements are specified.
You will develop inspection system plans, instructions, and checklists to evaluate the effectiveness of contractors' quality assurance programs.
You will analyze quality data to detect unsatisfactory trends or weaknesses in the contractor's quality or inspection system
You will provide input of quality data into the Quality Assurance Automated Information System (QAAIS).
You will investigate customer complaints and deficiency reports, and provides identification of causes to other activities.
You will interface with quality audit program managers and participates in quality audits to determine compliance and the effectiveness of the contractors' quality system and processes.
Must be determined suitable for federal employment.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying knowledge of quality assurance/control practices, processes, and principles in the ship repair/shipbuilding and maintenance industry relating to metal joining processes, nondestructive testing and other quality related areas.
Experience demonstrating skills in building plans, interpreting contract specifications, engineering drawings, and providing technical authority.
Experience utilizing ship repair contracts, contract clauses, Work Specifications, NAVSEA Standard items, Joint Fleet Maintenance Manual, ANSI/ASQC/ISO 9000 quality system requirements.
Experience applying various methods and techniques for investigating, analyzing and effecting corrective action on complex quality problems.
Experience reading and interpreting contract specifications and engineering drawings, preparing written reports, and making oral presentations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree or
Successful completion of three full years of progressively higher level graduate education leading to such a degree or
Possession of an LL.M., if related or
A combination of experience and graduate education as described above that equates to one year of experience
