Duties

Help
  • You will organize, set and manage CAP workflow to include the Family Advocacy Program (FAP), Non-Medical Clinical Counseling (NMC), and Problematic Sexual Behaviors in Children and Youth (PSB-CY)
  • You will establish subordinates' performance standards, evaluate subordinates, and conduct supervisory counseling sessions.
  • You will identify professional development, leadership opportunities, and mentoring initiatives to foster effective employee performance.
  • You will review and evaluate CAP program areas via established QA standards.
  • You will promote activities related to community collaboration.
  • You will ensure policies and procedures related to high-risk and high-visibility cases are followed.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • The incumbent must meet Tier III qualification requirements described in current SECNAV Instruction, “Credentials Review and Clinical Privileging of Clinical Providers within Department of the Navy Family Readiness Programs.
  • The incumbent must complete and maintain credentialing and privileging requirements and possess a current U.S. state license to practice at an independent clinical practice level, in accordance with SECNAV Instruction.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following duties: 1.) Supervising all aspects of funded clinical services to include installation implementation of the non-medical counseling program and the Sailor Assistance and Intercept of Life program; 2.) Supervising and overseeing professional funded clinical staff; 3.) Providing clinical counseling supervision based on sound knowledge of evidence-informed, solution-focused, and brief clinical counseling services; 4.) Providing oversight of clinical services to include individuals, couples, families, or group modalities; and 5.) Ensuring services delivered are within the authorized scope of clinical care.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

0101:

Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

0180:

Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below:

  • Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.
  • Counseling psychology: For positions at grades GS-9 and above, satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required.

0185:

Degree: social work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education.

Master's degree with practicum: Applicants who complete all of the requirements for a master's degree in social work that included a practicum are eligible for GS-9.

Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
