Summary

This position is assigned to the Regional Fleet and Family Support Program; Family Readiness; Commander, Navy Region Korea; Chinhae, South Korea. The incumbent serves as the Region Program Director providing primary advisory services to the Regional Commander on all human services matters, as well as provides leadership, policy and program expertise, and regional oversight for Fleet and Family Support Centers within the area of responsibility.

Duties include but are not limited to:

  • Provides CNRK FFSP oversight for services throughout the AOR, including Chinhae, Busan, Gimhae, Camp Mujuk, Daegu and Seoul.
  • Serves as the primary technical advisor to the Region Commander and Region Fleet and Family Readiness Director (N9), and technical consultant for all installation Site Directors.
  • Serves as principal advisor to CNRK on human service matters and policy.
  • Reviews directives from higher authority to determine potential impact on the organization.
  • Ensures the appropriate implementation of Navy policies and priorities, to include the provisions and intent of new and emerging programs.
  • Provides consultation and program/policy expertise to Commanding Officers, Region Program Managers, regional Navy FFSPs, Naval Personnel Command (NAVPERSCOM), and DoD family support program staff.
  • Ensures compliance with all applicable Office of the Secretary of Defense (OSD) accreditation and Navy Certification Standards. Provides input and justifications in support of new program development and existing program revisions and enhancements.
  • Ensures that the FFSPs meet all certification standards; documents shortfalls, and develops action plans for FFSPs to correct non-compliance with standards.
  • Coordinates additional support and resources with CNIC and supplements local installation staff when operational needs require.
  • Serves as the official representative or spokesperson for the organization and/or DON.
  • Assists the Fleet and Family Support Office (FFSO) Site Director(s) in the management, control, development, coordination and execution of assigned programs.
  • Develops technical data, statistics, and analyses for the Regional N9 and higher authority. Conducts research and compilation of data from diverse sources. Extracts and assembles information, conducts analysis utilizing standard analytical techniques and develops reports, point papers, correspondence, presentations, and proposals regarding FFSP matters.
  • Develops regional Memorandums of Understanding (MOU) and maintains formal agreements and relationships with a variety of military and community agencies.
  • Manages the regional Warfighter and Family Services (WFS) budget, including direct Base Operating Support (BOS) funding plus reimbursable funds provided by Department of Defense (DoD) and Department of Navy (DON) for specific programs and services. Determines goals and objectives, determines best solution for budget shortages, and plans for long-range resource requirements. Provides input on updated statement of work when needed. Ensures coordination and cooperation between contracted and government FFSP personnel.
  • Serves as a direct liaison between Commander, Navy Installations Command (CNIC) Contracting Officer's Representative (COR) and installation FFSCs Director(s) for contracted services within CNRK FFSPs under the CNIC global contract.
  • Assumes and carries out a comprehensive, effective leadership role as the senior Navy official within the region who coordinates FFSP matters, marketing, and public affairs, as they relate to FFSP. Ensures consistent positions, agreements, and responses to federal, state, and local agencies within the region.
  • Maintains ongoing coordination and collaboration with other regional Program Services Managers and FFSP personnel to address regional and installation FFSP service issues and community support issues. Provides input to ensure educational curricula, training materials, and marketing initiatives related to FFSP services are timely and accurate.
  • Collaborates with other military services and private sector entities to provide regional and Installation level services, where appropriate.
  • Works with Region, Installation, unit commanders and the FFSP site director to ensure coordination, cooperation, and collaboration among commands and military and community partners in providing services to address Region and Installation needs.
  • Serves as focal point for groups addressing military family and service members' quality of life issues; develops plans of action for approval or implements group decisions, as appropriate.
  • Initiates new regional policy or modifications to existing policy for varied FFSP programs. Reviews policy directives from higher authority and evaluates them for changes required for regional program management.
  • Travels to various locations throughout the AOR to provide support services to include Busan, Daegu, Camp Mujuk and Seoul.
  • Perform other duties as assigned.

  • Must have or be able to obtain and maintain a current state driver’s license in order to obtain a Status of Forces Agreement (SOFA) license for the purpose of traveling to all sites within the AOR.

Per SECNAVINST 1754.8, incumbent must be qualified as a Tier III provider, and shall meet the following requirements:

EDUCATION: including at least one of the following-

  • Master's degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs or an equivalent degree.
  • Master's degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education or an equivalent degree.
  • Master's degree in Social Work from a graduate school of Social Work accredited by the Council on Social Work Education or an equivalent degree.
  • Doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school and a 1-year APA accredited clinical internship.
AND

CREDENTIALS:

Licensure/certification by a state or U.S. territory that provides legal authority to provide clinical services as an independent practitioner in the fields of Licensed Professional Counseling, Marriage and Family Therapy, Clinical Social Work, Clinical Psychology or Counseling Psychology.

AND

Must have engaged in two years full-time clinical experience post independent licensure or certification.

Education

Additional information

Salary is dependent on experience and/or education. Salary is inclusive of locality pay.
