The Administrative Office of the U.S. Courts (AO), Department of Administrative Services, Budget Division is seeking a self-motivated and expert-level Supervisory Budget Analyst to serve as the Chief of the Budget Formulation Branch. You will be part of a dedicated support team striving to enable the achievement of the constitutional and statutory mission goal of the judicial branch of government - to provide equal justice under law. This position reports to the Deputy Judiciary Budget Officer.

The Budget Formulation Branch coordinates, prepares, and justifies the Judiciary's annual budget request to the President and Congress. The Budget Formulation Branch produces long-range budget estimates, leveraging data analysis to develop clear and concise narratives to inform decision-making. The Branch also supports the Judicial Conference's Budget Committee and its Economy Subcommittee on the development of the judiciary's budget request and on cost-containment initiatives.

The Supervisory Budget Analyst is responsible for preparing and producing special analyses and reports on budgetary issues, supervising senior and junior budget analysts, and collaborating closely with the Budget Execution Branch on a range of budget execution responsibilities. The ideal candidate should be knowledgeable of the federal Judiciary's budget processes and possess strong writing, editing, analytical, quantitative, and communication skills.

The duties of this position include, but are not limited to:

  1. Coordinating, preparing, and justifying the Judiciary's annual budget request to Congress.
  2. Coordinating, preparing, and justifying long-range budget estimates.
  3. Leveraging data analysis to develop clear and concise narratives to inform decision-making.
  4. Producing special analyses and reports on budgetary issues for internal and external customers.
  5. Establishing and maintaining a framework for formulating and justifying budget requests that follows applicable statutes, regulations, and policies with a focus on results.
  6. Collaborating with the Budget Division's Budget Execution Branch to support budget execution activities.
  7. Working as a senior member of the Budget Division management team to improve financial management throughout the Judiciary.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:

  • Managing the budget formulation process, execution, analysis, and financial management for a national program.
  • Applying financial management principles, methods, and practices to formulate a complex budget from decentralized components.
  • Coordinating, preparing, and justifying annual budget request and long-range estimates while leveraging data analysis to develop clear and concise narratives to inform decision-making.
