Summary

The Office of Information Technology for the Federal Mediation and Conciliation Service (FMCS) is responsible for the development, installation, and maintenance of the management information systems for the Agency. This position reports to the Acting Chief Operating Officer (COO).

This is a 1-year reimbursable detail opportunity.

Duties

Help

Responsibilities may include, but are not limited to:

Overseeing the development, implementation, and maintenance of IT systems and infrastructure

Exercises delegated authority to oversee the planning, direction, and timely execution of the information technology program including development, assignment, and higher- level clearance of goals and objectives for subordinate staff.

Exercises discretionary authority to approve the allocation and distribution of funds in the organization's budget.

Exercises final authority for the full range of personnel actions and organization design proposals recommended by other offices.

Ensures the development and maintenance of a comprehensive integrated agency wide program of information management for determining and analyzing information system needs of all organizational units and coordinating information needs to maximize effective use of existing agency resources.

Analyzes all agency information needs; conceptualizing integrated information systems; consulting with other top level officials to determine which information systems are feasible and practical; and ultimately providing an integrated planning system for a complete management information system within FMCS.

Prepares and submits special and/or periodic reports and projects as required by FMCS management, other Government agencies, and public law.

Qualifications

In order to qualify for this position, your resume must provide sufficient information to indicate specialized experience at or equivalent to the GS-15 grade level or pay band in the Federal government.

Specialized experience for this position must demonstrate the following:

  • Leading and managing IT staff, including setting priorities, providing guidance, and ensuring team performance
  • Providing expert advice and guidance on a wide range of IT-related issues, including cybersecurity, data management, and system architecture;
  • Developing and implementing IT policies and procedures, and providing guidance to staff on their application.
  • Communicating with all levels of management presenting delicate positions on controversial or sensitive matters in a professional manner to support the mission.
  • Overseeing project staff who monitor activities and evaluate accomplishments and risk management principles;
  • Applying leadership skills in supervising, planning, executing, and overseeing the work of subordinates;
  • Applying project management principles, methods, and practices; developing strategic plans and scheduled; and defining key milestones and deliverables; and
  • Applying cybersecurity concepts, principles, methods, and practices sufficient to plan and carry out difficult and complex assignments and develop new methods, approaches, or procedures, and to provide advice and guidance on a wide range and variety of complex Cybersecurity issues.
