Summary

The incumbent serves as a Vocational Rehabilitation Specialist (VRS) in the Valor Point Domiciliary Care for Homeless Veterans Residential Recovery Treatment Program located in Lakewood, CO as part of the VA Eastern Colorado Healthcare System. The VRS provides a wide range of duties related to attaining and maintaining competitive employment for Veterans with focus to promote optimal vocational functioning in the context of prescribed job development interventions specified in treatment plans.

Help

Duties include but are not limited to:

  • Provides employment services and works directly with Veterans who have been admitted to the Valor Point Domiciliary Care for Homeless Veterans Residential Recovery Treatment Program located in Lakewood, CO
  • Utilizes best practices to assist Veterans with major barriers to competitive employment
  • Provides therapeutic employment services (skills training and development services, employment support services, job development and placement services) to Veterans who are unemployed, have a history of sporadic employment, difficulty maintaining a job, difficulty initiating and following through with job search, or unable to obtain competitive work independently, or needs more than Vocational Assistance can provide
  • Works closely with members of the interdisciplinary team including case managers, social workers, psychiatrists and other care providers within the VA ECHCS and community employers
  • Adapt best practices to meet the needs of Veterans who have barriers such as Serious Mental Illness, substance use disorder, and currently homeless
  • Developing vocational assessments to identify Veterans' strengths and vocational interests, utilizing established, therapeutic tools to ensure the highest level of services
  • Provides assistance with interview support, job seeking skills and resume development
  • Monitors the Veteran's progress; provide feedback and any assistance in the job seeking/ maintaining process
  • Provides continued support to the Veteran, interdisciplinary team and employer to negotiate any work site accommodations that may be needed and work to develop natural supports within the community work setting
  • Responsible for arranging the services and assisting the individual to accept and maintain competitive employment
  • If the Veteran is unable to maintain employment placement, the VRS is responsible to assist the Veteran to best understand how to negotiate needs as related to employment
  • The incumbent supports the Veteran in making any changes that may be helpful in becoming engaged in suitable employment
  • Involvement with planning and preparation needed for the Veteran's transition from Valor Point DCHV RRTP; which includes but is not limited to assistance with a monetary savings plan and housing searches
  • Other related duties as assigned

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/11/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

This Vocational Rehabilitation Series, 1715, has individual occupational requirements, as described below:
Individual Occupational Requirements:

  • Undergraduate and Graduate Education: Major study - vocational rehabilitation, vocational or educational counseling, or other fields related to the position.
  • Specialized Experience:
    • Work that required obtaining and applying occupational information for people with disabilities, knowledge of the interrelationships of the involved professional and specialist services, and skill in employing the methodology and techniques of counseling to motivate and encourage individuals served by the program.
    • Experience that demonstrated knowledge of the vocational rehabilitation problems characteristic of the disabled, including familiarity with available resources and skill in identifying, evaluating, and making effective use of such resources to serve individuals with disabilities; or of the disadvantaged, including knowledge of adjustment problems of the educationally or culturally disadvantaged, familiarity with available adult education and training resources, and ability to recognize problem areas needing special attention.
    • Experience in vocational guidance or teaching in a recognized vocational rehabilitation program or school, developmental or supervisory work in programs of vocational rehabilitation or training programs for the disadvantaged, or personnel or employment placement work that provided extensive knowledge of the training and adjustment requirements necessary to place persons having disabilities or social adjustment problems.
You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in job development, marketing and securing jobs; experience in job placement, job carving, job accommodations, job coaching and employer needs; basic knowledge of mental illness and substance abuse impacts on vocational functioning; knowledge and skill in identifying Veterans' strengths, interests, skills and needs; experience with training and employment resources for Veterans with disabilities.
OR
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
OR
  • Combination: Applicants may also combine education and experience to qualify at this level. You must possess an equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. This education must have been obtained in an accredited college or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Routine physical demands are minor; however, the complexities of the program and treatment required by the Veterans can create extremely stressful situations. The incumbent will be required to drive a Government Vehicle. The work is primarily sedentary but involves regular travel to community locations such as employer sites, transitional housing, and outreach events. These duties may require walking, standing, and navigating varied environments. The incumbent must be able to operate a government-owned vehicle and maintain readiness for field-based activities. Occasional lifting of light materials, such as laptops or outreach supplies, may be required.
