Duties

Help

The primary purpose of this position is to perform logistical management services that involve planning, coordinating, and/or evaluating logistical actions. This work includes (1) identifying the specific requirements for money, personnel, material, equipment, facilities, and other provisions needed to support the program and (2) correlating those requirements with program plans to ensure that the needed support is provided at the right time and place.

Duties performed:

  • Planning, organizing, and directing the activities of the Law Enforcement Operations Division (LEOD), Law Enforcement Logistics Branch, ensuring that law enforcement and logistical services complies with legal and regulatory requirements and meets customer needs.
  • Planning work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules.
  • Managing how resources/supplies are acquired, stored, and transported via contract shippers and/or other modes of delivery, which includes warehousing of equipment and inventory management and movement, storage, and maintenance of equipment for enforcement operations.
  • Supporting the management of the nationwide FPS' processes for receiving information and reports from a wide range of sources, recording, and reporting such information and ensuring that all actionable information is provided to those in the best position to protect Federal facilities and those working and visiting those facilities.
  • identifing risks and advises on how to avoid or address them by conducting activities designed to ensure that critical information related to facility security is managed effectively and in compliance with agency policy and best practices.

  • Essential Personnel: This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operational events without regard to declarations of unscheduled leave or government closures due to weather, protests, acts of terrorism or lack of funding. Qualifications

Specialized Experience:

GS-14: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  • Planning work assignments to be completed by staff that support program priorities;
  • Managing program resources through contracts to ensure effectiveness and availability of law enforcement equipment;
  • Supporting risk related law enforcement programs to report compliance communication to management; and
  • Researching policies, regulations and/or guidelines to ensure compliance with law enforcement logistical requirements.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

Additional Requirements
  • FIREARMS REQUIREMENTS: The incumbent will be required to carry a firearm while performing the duties of this position. Maintaining firearm proficiency is mandatory. The incumbent must satisfactorily complete (or have previously completed) the firearms component of the Criminal Investigation Training Program (CITP) or the Uniformed Police Training Program (UPTP) or equivalent and qualify quarterly thereafter. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition.
  • LAUTENBERG AMENDMENT: This position is covered by the 1996 Lautenberg Amendment of the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.
  • LAW ENFORCEMENT: As required, the incumbent must maintain law enforcement qualifications and proficiencies and possess law enforcement authority under Title 40 of the United States Code, Section 1315, and may exercise such authority to provide investigative and law enforcement services to customer agencies, Federal employees and members of the general public located in/or conducting business in government-owned or leased properties.
  • MOBILITY AGREEMENT: This position may require the incumbent to be reassigned to different geographic locations. Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect throughout the duration of the assignment.
  • MOTOR VEHICLE OPERATION: The position requires that the incumbent possess a valid driver's license, maintain a safe driving record, and demonstrate that they are medically qualified to operate a motor vehicle safely in accordance with the standards and procedures established in 5 CFR 930. Periodic verification of license and safe driving record will be required.
  • OCCUPATIONAL SAFETY AND HEALTH REQUIREMENT: The incumbent will be required to comply with all pertinent Occupational Safety and Health Administration (OSHA) requirements including use of all personal protective equipment (PPE)
  • PRE-EMPLOYMENT MEDICAL REQUIREMENT: Prior to appointment, the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties, which may include protecting citizens, taking suspects into custody using reasonable physical force in the face of physical resistance, and responding to situations requiring physical agility and quick and legally sufficient decision making. The person selected must also successfully pass a pre-employment medical examination (which includes, but is not limited to vision, hearing, cardiovascular and mobility of extremities) given by an authorized government physician. This position may be subject to periodic incumbent examinations in the future.
  • RANDOM DRUG TESTING: The incumbent of this position is subject to random drug testing.
  • TOUR OF DUTY: Must be available for overtime and shift work.
  • TRAINING: The incumbent must meet the experience, basic training and in-service training requirements established for the exercise of law enforcement authorities. The incumbent must successfully complete the designated, required training or equivalent, which includes the Criminal Investigator Training Program (CITP), the Uniformed Police Training Program (UPTP) at the Federal Law Enforcement Training Center (FLETC), as well as the Agency Individual Training Program (AITP). Additionally, the selectee must successfully complete other in-service requirements such as weapons qualifications for the exercise of law enforcement authority as conferred under 40 USC, Section 1315. TRAVEL: The incumbent may be required to travel frequently.
