Summary

The Veteran Transportation Service (VTS) will operate within the Health Administration Service located at the Butler VA Medical Center with Community Based Outpatient Clinics. The incumbent collaborates with the VTS Mobility Manager for transportation workload forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation and ongoing operational flow of the Veteran Transportation Services program.

Major duties may include, but are not limited to

  • Collecting, compiling, and tracking data and statistical information in support of Veteran Transportation Service (VTS)
  • Performing a basic analysis of the data and generating a variety of reports.
  • Collates in-coming data from a variety of sources.
  • Reviews documents, reports and/or applications for omissions and inconsistencies and ensures data entry is complete and accurate.
  • Enters pertinent information into an automated tracking system.
  • Receives DSS extracts to verify that the workload being captured in DSS is correct.
  • Maintains automated system of program-specific data to track items such as service project milestones, progress reports, clinic trends, program trends, performance measures, compliance strategies, etc.
  • Interacts with various other transportation services such as Emergency Medical Service (EMS), Volunteer Transportation Network (VTN), Disabled American Veterans (DAV), Veterans of Foreign Wars (VFW) etc., and other transportation providers.
  • Coordinates service practices that decrease waits and delays for patients in all specialty areas.
  • Plans consult processing flow to ensure veterans receive consultation services in a timely manner.
  • Utilizes the Veterans Health Information System & Technological Architecture (VISTA), Computerized Patient Record Systems (CPRS) or SharePoint Consult/Request Tracking System in processing internal consultations.
  • Provides procedural support in administering quality monitors to be utilized in the internal consultation process to measure the success of efforts to provide seamless care and to support the education of staff in the proper use of the electronic record, to include internal consultation processes.
  • Assists the Mobility Manager in planning and directing programs that provide VTS support services functions.
  • Review workload types in Veteran Transportation Service e.g. outpatient clinic visits, surgical admissions.
  • Daily validate program workload and ensure reporting is accurate.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/10/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: Incumbent must have at least one year of specialized experience equivalent to the GS-5 level that has given them the particular knowledge, skills, and abilities required to successfully perform the duties of this position that includes, but are not limited to:

  1. Maintaining automated system of program-specific data to track items such as service project milestones, progress reports, program trends, performance measures, compliance strategies, etc.
  2. Determines eligibility for program and processes requests.
  3. Performing work that involves consulting management, appointment scheduling and admissions scheduling.
  4. Reviews medical records.
  5. Communicates and interacts with patients and other administrative staff.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Incumbent will be exposed to stressful working situations that will require a mature attitude and collective reasoning to overcome. The incumbent is subject to a great deal of stress because of the high volume of work, the need for accuracy, frequency of interruptions and ever changing demands due to program changes.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
