Summary

This is a detail assignment as the Supervisory Health System Specialist for the Clinical Resource Hub (CRH). The position will be located at the Atlanta VA Health Care System. The incumbent is expected to work independently under the direction of the Clinical Resource Hub Administrator and to communicate and collaborate with staff within the service and at other VISN 7 Medical Centers.

This is a DETAIL NTE 120 days.

The primary responsibility of the incumbent is to serve as the deputy administrator for the service and independently manage the human resource and business office functions including workload capture, scheduling, clinic building, and managerial cost accounting. The incumbent will cover for their supervisor, Supervisory Health System Specialist (CRH Administrator) in his/her absence. Some travel is required for this position.

Major duties include but are not limited to:

  • Plans and carries out personnel management training and development of employees; evaluates employees work performance; recommends selections, promotions, status changes, awards, disciplinary actions and separations; plans, schedules, and coordinates work operations; solves problems related to the work supervised; determines materials, equipment, and facilities needed; explains and gains the support of employees for management policies and goals (for example, cost reduction and safety); and works to achieve the objectives of Government-wide personnel programs and policies (e.g., labor-management relations and equal employment opportunity).
  • Establishes performance standards and evaluates performance.
  • Interviews candidates for positions, and makes final decisions for appointment, promotion or reassignment.
  • Hears and resolves complaints from employees, referring more serious cases to supervisor.
  • Effects minor disciplinary measures such as warnings and reprimands.
  • Recommends action in more serious cases. Identifies and provides for developmental and training needs of employees.
  • Assures adherence to EEO objectives.
  • Operates as the liaison with human resources and health administration service as various VA Medical Centers to ensure the business activities of CRH are managed appropriately.
  • Develops, and monitors programs, plans, procedures and methodologies related to telehealth business operations.
  • Serve as an internal consultant to CRH Clinical Directors on specific quality and business operational improvement projects such as aligning organizational processes, improving revenue capture, hiring flexibilities and reinforcing new practices.
  • Performs other related duties as assigned.


Work Schedule: Monday through Friday, 8:00am - 4:30pm. Work schedule is subject to change based on agency needs.

Individual Occupational Requirements

Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:

  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. S/he must be able to travel by automobile or airplane and to drive a vehicle without assistance.
