Summary

Serve as a Senior Inspector on complicated issues concerning the construction of natural disaster or emergency projects.
Use thorough knowledge of safety requirements for working in extreme conditions and knowledge of construction.
Review plans, specifications, water codes, railroad regulations, building codes, regulations and technical manuals to become thoroughly familiar with job requirements.
Exercise surveillance to ensure the contractor is conducting quality control operations to produce work in conformance with plans and specifications.
Assist in the preparation of Government estimates and may participate in contract modification negotiations.
Confer with Contractor’s representatives on matters pertaining to interpretation of plans and specifications.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This is an Intermittent position. You may be scheduled from 0 to 30 hours per week based on need.
Employees occupying these positions will provide emergency support to disaster-stricken areas throughout the US.
Employees must pass a stringent medical screening and be prepared to live and work in extremely austere conditions.
Work schedule will initially be arduous, with extensive overtime. Sleeping arrangements may be limited to using a sleeping bag or in the vehicle used to move from location to location.
Work may entail extended work shift of 12-16 hours a day.
Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions.
Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities.
Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local EOC so availability of refrigeration at the work site can be determined.
Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy.
Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain.
Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.

Specialized Experience: One year of specialized experience which includes using thorough knowledge of safety requirements for working in extreme conditions and knowledge of construction; reviewing materials that are incorporated into the construction work to ensure they are in compliance with plans and specifications; discussing the requirements for shop drawings, progress schedules, plans, and other pertinent data with the Contractor; making decisions and/or recommendations concerning changes in the contract requirements and issuing rough drafts of requests for proposals; and assisting in the preparation of Government estimates and participating in contract modification negotiations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)
