The Administrative Office of the U.S. Courts (AO), Department of Administrative Services, Administrative Systems Office (ASO), Systems Executive Division (SXD) is seeking an experienced Information Technology Specialist (Product Manager). SXD delivers products and services to achieve the vision and strategic direction of the Judiciary's administrative systems.

The Information Technology Specialist (Product Manager) coordinates government and contractor staff to meet business requirements, maintain products, and execute operations expediently and on schedule. The ideal candidate is effective at prioritizing competing requirements; interacting with all levels of management; managing high-visibility, high-risk processes; and managing crisis.

To minimize user impact, the incumbent may be required to work off hours or weekends to process implementations or resolve system degradation or outage incidents. This position reports to the SXD Operations and Maintenance Branch Chief.


The duties of this position include, but are not limited to:
  1. Serving as liaison between end users, ASO Portfolio Managers, and ASO Branch Chiefs.
  2. Working with Portfolio Managers and Branch Chiefs to maintain the five-year strategic plan and the current year tactical plan.
  3. Supporting the streamlining of implementation efforts, overseeing issues, determining trends and problem areas, and recommending solutions.
  4. Working in conjunction with ASO teams and business owners, including liaising with software development teams and client service desk operations.
  5. Reviewing demonstrations, accepting changes, coordinating releases, and creating release charts, publish dates, and review dates.
  6. Clarifying and prioritizing change requests based on defined customer and stakeholder parameters, and communicating changes' impact on releases.
  7. Managing the change control process and defining release content, preparing and conducting Change Control Board (CCB) and release planning meetings; and preparing and distributing release artifacts.
  8. Assisting with the creation of requirements stories and use cases, software acceptance tests, acceptance criteria, and communications and training materials.
  9. Conducting meetings to discuss product, project, and release statuses; issues; deployment tasks; and priorities.
  10. Monitoring portfolio projects progress through product status meetings and artifacts.
  11. Keeping the Branch Chief informed of events, schedules, issues, and emerging risks.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:

  • IT budgeting and resource allocation.
  • IT operations and maintenance project management.
  • Administrative systems operations management.
