Duties

Help
  • Serves as a Subject Matter Expert (SME) or project lead on assigned projects, working groups, and integrated
  • product teams (IPTs) to provide senior technical direction, guidance, and leadership for overseeing the requirements scoping, development, integration, testing, maintenance, and operations of DLA systems.
  • Supports enterprise requirements gathering with one or more business functional areas to develop a comprehensive functional and technical specifications and maps requirements to agile sprints.
  • Responsible for analyzing critical system requirements in response to business requirements, risks, and costs; performing analysis of alternatives to determine the optimal
  • technical solutions utilizing Commercial Off -The- Shelf (COTS), Enterprise Resource Planning (ERP), and Government Off-The-Shelf (GOTS) packages.
  • Schedules, directs, and coordinates the efforts of assigned personnel and IT programs to assure maximum program accomplishment.
  • Supports the acquisition process associated to IT services and possesses expert knowledge in software licensing, sole source justifications, and development of evaluation factors in support of assigned programs/projects.
  • Works closely with project leads to collate program information into reports, presentations, briefs, and other deliverables.
  • Use creativity to proactively generate intuitive, professional-level visuals representing programmatic statuses.
  • Assists in tracking and preparing annual budget plans and projections for budget cycle in support of IT modernization
  • Establishes incremental implementation strategies and technical foundations in alignment with enterprise goals.
  • Communicates and provides guidance, advice and assistance to J62 managers and higher headquarters elements, customers, managers, and other external oversight agencies.

Qualifications

To qualify for an IT Program Manager (PLCYPLN) your resume and supporting documentation must include:

  1. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Performs expert level skills in IT concepts, principles, and practices to plan, direct, and evaluate projects for Automated Information Systems.
  • Applies analytical theories, principles, concepts, methods, and techniques related to mathematical and statistical analysis to formulate and conduct studies and analysis.
  • Possesses extensive experience in test and evaluation techniques; large-scale software deployments; and system development life-cycles.
  • Plans and coordinates efforts of government and contractors involved in development, technology advancements, upgrades, design, and/or developmental engineering of logistics software applications.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
