Help

Responsible for a base-wide program of sports and athletic fields that supports both youth and adult sports. Supervises the Fields and Grounds Department of the Semper Fit Division.  Develops performance reviews and plans for employees and counsels assigned personnel as appropriate.   Establishes work schedules, selects the types and amounts of equipment and materials to be used for various projects and determines the manpower and methods of work to be used to successfully complete projects to maintain Semper Fit athletic fields, score towers and facility ground areas.

Determines scope of work for projects and assigns and distributes work.  Provides on the job training to ensure employees are proficient in assigned job duties and responsibilities.  Prepares financial plans, budgets, inventories, cost control, and related records and reports.  Develops project assignments and methods to accomplish the work as effectively and as economically as possible.  

Oversees all athletic fields and facilities maintenance requirements and produces monthly maintenance project reports as needed.  Provides overall sequence of project operations and detailed work objectives to include processes and procedures to be followed in accomplishing the project and monitors progress.  Supervises the operations and effective employment of various types of self-propelled lawn mowers, farm-type equipment, and general construction equipment and their maintenance requirements.  Ensures an effective preventive and corrective maintenance program is in place and followed.  Ensures a sound soil, grasses, shrubs, and trees management program is in place with special attention given to sports playing field maintenance.  Manages new property resources and provides advice on renovations and improvements to existing athletics department facility assets.  Acts as Contracting Officers Representative on Athletic Department new construction projects.  Coordinates with facilities in initiating various projects and supervising special events.  Incumbent will be responsible for meeting with managers and efficiently allocating available resources to complete various project requests.  Some of these projects could include but are not limited to maintaining fields, providing athletic department event support, providing event planning, course and venue support for the Hard Corps Race Series events, and setting up venues for special events.

The incumbent¿s responsibility, is to lead by example, to shape and sustain a working environment most conducive to the successful performance of those entrusted to his/her leadership and direction; creating a positive atmosphere and culture within the Fields and Grounds Department that reflects the pride, professionalism, sense of accomplishment, fulfillment, collaborative engagement, well-being, and wholehearted customer focus of its employees is the incumbent¿s essential purpose and focus of main effort.

Supervises employees to include assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, disciplinary actions, completing performance reviews, approving work schedules, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Ensure staff are current with all training requirements to include CPR and 1st Aid.  Supervises handling of hazardous materials.  This includes pest, rodent, and weed control in which herbicides and pesticides are used.  Must have the ability to operate tractors, mowers, trenchers, large vehicles and other similar equipment and supervise proper use by staff.  Supervises layouts and lining of ballfields and other fields and courses as requested.

Provides World Class Customer Service with an emphasis on courtesy.  Assists customers and communicates positively in a friendly manner.  Takes action to solve problems quickly.  Alerts the higher-level supervisor or proper point of contact for help when problems arise.  Ensures implementation of an activity safety program in accordance with the Base Safety Program.  Advise employees of available safety regulations, instructions, materials, and equipment.  Promptly reports workplace accidents/injury to the Human Resources Office.  Ensures that safety training is provided to employees.  Develops and ensures implementation of an active safety program and complies with all OSHA standards.  
Ensures employees understand safety infractions that can result in disciplinary actions and follows through with appropriate action.  Effectively supports the Maine Corps Equal Employment Opportunity policy, and ensures compliance with safety, security and other environmental issues.   Ensures minimal loss of duty by complying with ¿Return to Work¿ program initiatives and following up on employee well-being.

FINANCIAL RESPONSIBILITIES:  Prepares financial plans, budgets, inventories, cost control, and related records and reports.  Reviews the financial status of the assigned activity and recommends changes considered as necessary. Adheres to budgetary guidance and purchasing policies in support of the program.  Required to obtain a NAF purchasing credit card to make authorized purchases.  Submits CLM Prism purchases in support of program as needed.  Responsible for an extensive inventory of various equipment and supplies and government vehicles that support the mission.  Applies reasonable control measures to maximize usage of supplies and equipment. Conducts inventories of resources and ensures adequate storage, maintenance, and serviceability of equipment.  
ADDITIONAL RESPONSIBILITIES:  Must support other command, MCCS and Semper Fit programs with staff support.  

WORKING CONDITIONS: Must be able to work early mornings, nights, holidays, and weekends.  This is a mixed position where the incumbent must be able to lift and carry objects up to 45lbs independently and objects over 45lbs with assistance. Requires extended periods of standing and walking outdoors. Adheres to safety regulations and standards.  Uses required safety equipment and observes safe work procedures.  Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards by actively supporting the principles of the EEO program and prevention of sexual harassment.

Minimum Qualifications:  Must possess professional knowledge of fields and grounds to include four years¿ experience and knowledge of maintaining grounds for various areas, to include, but not limited to; soil, shrubs, trees, grasses, sporting fields, use of seeds and fertilizers. Must have three years of supervisory or managerial level experience.  

Knowledge of pertinent safety, occupational health and environmental regulations.  Ability to communicate orally and in writing.  Ensures work is performed within the guidelines of Federal and Base Safety regulations. Must have or be able to obtain within 6 months a California State Certified pesticide license. Incumbent is required to obtain a CPR and first aid certification within the first three months of employment. A valid state driver¿s license is required.
