Duties

Help
  • You will lead and oversee the administration and optimization of a complex, enterprise-wide IT architecture that spans multiple Local Area Networks (LANs) and Wide Area Networks (WANs).
  • You will provide strategic oversight for system performance, integration, and configuration, ensuring high reliability, security, and compliance with organizational and national cybersecurity standards.
  • You will troubleshoot and resolve critical IT issues affecting operational readiness, making decisions to prevent or mitigate disruptions in mission-critical systems.
  • You will be responsible for the setup, configuration, operation, repair and teardown of complete hardware, software and network solutions, within enclosed and confined AUV operations containers and ship spaces.
  • You will serve as a computer specialist and accomplish a variety of data collection, processing, software installation and formatting tasks for product development and data transfers.
  • You will serve as an Authority to Operate (ATO) Lead for all IT systems within the Ocean Projects Department.
  • You will work with system owners and program managers to ensure systems receive ATO certification.
  • You will coordinate the Risk Management Framework (RMF) process for system security categorization, assessment, and authorization, ensuring that risks are identified, mitigated, and documented appropriately.
  • You will serve as a lead in configuration management efforts, including the Enterprise Change Request (ECR) process, and license management for IT hardware and software assets.
  • You will serve as the DoN Application and Database Management System (DADMS) Representative, ensuring accurate reporting and coordination of IT asset inventories and ensuring compliance with Navy and DoD policies.
  • You will act as a Hand Receipt Holder (HRH), overseeing the receipt, maintenance, inventory management, and physical security of all IT hardware assets.
  • You will oversee the development and implementation of policies and procedures that ensure compliance with Cybersecurity and Information Assurance standards.

  • The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Shipboard duties require physical exertion, including climbing ladders, lifting heavy objects (over 50 lbs.), and working in confined or challenging environments.
  • The incumbent may also be exposed to unsteady platforms, long hours, and physical fatigue, especially during deployments or field operations.
  • The position involves time aboard naval survey vessels and exposure to challenging environmental conditions such as extreme weather, high-seas operations, and hazardous shipboard tasks.

Qualifications

To qualify for the INFORMATION TECHNOLOGY SPECIALIST, GS-2210-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience executing information technology projects from initiation to sustainment to fulfill established requirements that meet specified missions.
  • Experience managing, coordinating, and analyzing multi-faceted critical, highly complex and sensitive internal and external actions, projects, and/or activities.
  • Experience planning, developing, and/or managing processes across the information systems/services life cycle to ensure Information Technology capabilities meet current and future organizational and enterprise missions.
  • Experience preparing and submitting required documentation for system accreditation and the Authority to Operate (ATO) process.
  • Experience coordinating remediation actions and ensuring timely resolution of any security vulnerabilities that may affect the issuance of the ATO.
  • Experience collaborating with cybersecurity teams to update system security plans (SSPs), conducting risk assessments, and ensuring compliance with continuous monitoring requirements for systems under ATO.
  • Experience directing and mentoring information technology (IT) subordinate personnel through establishment of goals and objectives.
  • Experience communicating effectively through written reports and oral communications sufficient to prepare and present findings and recommendations before groups including senior military officers and senior civilians.
