This National Guard position is for a TITLE 5 ENVIRONMENTAL PROTECTION SPECIALIST (MI 127th CES), Position Description Number NGT5002000 and is part of the MI 127 Wing, National Guard.
U.S. Citizens.
Area 1: Open to on-board permanent federal technician/employees of the MING (Tenure I or II status).
Area 2: Open to current T5 employees from other federal agencies, and any qualified U.S. citizen candidates.

This position is located in the Environmental Management function at ARNG/ANG bases. Serves as the installation environmental program manager, providing expert technical advice directly to the Commander on National Environmental Policy Act (NEPA), Installation Restoration Program (IRP), Air Space, Hazardous Waste and various other environmental programs. Represents the commander at various installation environmental meetings to ensure compliance with policies, regulations, and federal, state, and local statutes. Serves as the single point of contact for the initiation, development, and execution of all environmental activities and development of installation regulatory guidance. Accomplishes long range base planning of environmental programs.
1. Serves as the Environmental Program Manager for the ARNG/ANG and supported tenants which involves the implementation and monitoring of various environmental programs as outlined in ARNG/ANG regulations, directives and policy guidance such as: air and water permitting, Installation Compatible Use Zone Studies (ICUZ), solid and hazardous waste disposal and handling programs, pollution control, PCB disposal management, underground storage tank management , Environmental Compliance Assessment and Management Program (ECAMP), Installation Restoration Program (IRP), cultural and natural resources, endangered species, historical sites and archeology management, etc. Interprets and implements policy and directives.
2. Coordinates ARNG/ANG level facility environmental plans, programs and projects. Serves as primary point of contact to regulatory agencies on environmental matters to civilian authorities for installation project development that may have an impact on surrounding communities dictated by the National Environmental Policy ACT (NEPA); for federal, state and local notification of air and water quality construction, toxic and hazardous waste permits and other environmental projects; and initial and ongoing installation restoration program (IRP) efforts.
3. Serves as the ARNG/ANG contact and spokesperson with local, federal and state regulators. Develops regulations and directives and management plans required to establish an environmental program that complies with federal, state, and local regulations.
4. Functions as the ARNG/ANG Environmental Management Coordinator and responsible for developing and managing the base environmental program to conform to federal, state, and local rules and regulations (e.g., 29 CFR (OSHA), 40 CFR (EPA) and 49 CFR (DOT)). Develops and manages base environmental training programs.
5. Manages the environmental permitting process to include; air, waste water discharge, pretreatment discharges, drinking water, and hazardous waste storage disposal or transportation. Develops the ARNG/ANG Environmental Program State Operating Budget ensuring that valid cultural and natural resources program requirements are properly identified, justified, and considered in program work plans.
6. Reviews all environmentally related actions on work requests, real property actions, and proposed changes for environmental impact. Reviews designs for environmental compliance and initiates projects to correct environmental deficiencies.

Qualifications

SPECIALIZED EXPERIENCE:
Experience, education or training which included administrative, clerical or support duties, such as, compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information that are typically in or related to the work of the position to be filled. Experience using computers and automation systems. Experience demonstrating the ability to follow agency directives regarding the principles, practices, and concepts of an environmental program.
GS-09 - 1 year specialized experience equivalent to at least the next lower grade (see above) that provided experience, education or training assembling data into proper formats as directed by oral or written instructions. Experience demonstrating the ability to follow agency directives regarding the principles, practices, and concepts of an environmental program. Experience demonstrating knowledge of environmental issues, problems and solutions regarding federal, state, rural and community environmental regulations.
GS-11 and above - 1 year specialized experience to at least the next lower grade that provided experience, education or training demonstrating the knowledge of the principles, practices, and concepts of an environmental program sufficient to serve as the expert technical advisor on the various environmental programs. Experience demonstrating knowledge of environmental issues, problems and solutions regarding federal, state, rural and community environmental regulations. Experience in program planning or administration concerned with environmental protection or other activities related to environmental problems. Experience in an advisory or research capacity involving the creation of solutions to problems concerning environmental protection or other related activities. Experience using on-site investigation techniques, analysis of results and development of conclusions to insure conformance to environmental regulations.
Education
You must meet the following Education requirement to qualify for Substitution of Specialize Experience:
GS-11
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related AND
1 year equivalent to at least GS-9
Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
For certain positions covered by this standard, the work may be recognized as sufficiently technical or specialized that graduate study alone may not provide the knowledge and skills needed to perform the work.
