Summary

Help

The Licensed Professional Mental Health Counselor (LPMHC) Program Manager manages the administrative and clinical aspects of the Suicide Prevention Program (SPP) at the Overton Brooks VA Medical Center in the Mental Health Service.

Duties include, but are not limited to:

  • Plans, controls, organizes, and directs the activities of SPP staff under the direction of the Chief, Mental Health, ensuring compliance with legal and regulatory requirements and meets customer and stakeholder needs.
  • Develops goals and objectives that integrate organization and multidisciplinary staff objectives.
  • Plans, analyzes and uses data from VA databases to ensure SPP staff are succeeding on appropriate performance measures and monitors related to suicide prevention.
  • Plans and schedules work in a manner that promotes a smooth flow and even distribution. Identifies need for changes in priorities and takes action to implement such changes.
  • Assigns work to team members based on SPP priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs.
  • Balances workload and provides advice, guidance, and direction on a wide range of clinical, budgetary and administrative issues.
  • Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points.
  • Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards.
  • Explains performance expectations to employees and provides regular feedback on strengths and weaknesses.
  • Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Initiates action to correct performance or conduct problems.
  • Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Identifies employee developmental needs and provides or arranges for training (formal and informal to improve job performance.
  • Reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources.
  • Participates in special projects and initiatives and performs special assignments.
  • Responsible for making and implementing decisions directly affecting patient care and has the final line decision-making authority under the Service Chief.
  • Adapts the principles, practices, processes, and techniques common to any situation to the specialized requirements of the Medical Center.
  • Provides active and well informed administrative participation in planning for the delivery of health care by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost effective approaches to the resolution of problems.
  • Promotes delivery of clinical care through Telemental health (TMH) within SPP and actively discusses and helps coordinate TMH clinical opportunity and activity across all staff working within SPP.
  • Uses advanced knowledge and mastery of theories of mental illness and specialized treatment to develop a diagnosis and care coordination plan.
  • Make rapid assessments and developing crisis management plans for various types of crisis including housing and financial emergencies, psychiatric relapse, potential suicide, violence, and other high risk behaviors and/or situations.
  • Complete documentation in compliance with appropriate documentation standards. Consistently maintains an acceptable level of productivity per guidelines which may include special assignments.
  • Possess an understanding of the challenges of bureaucracy and will act as an advocate when it serves the best interest of the Veteran and/or family. Educate and encourage the Veteran and/or family to advocate on their own behalf, thus fostering a sense of independence and empowerment.
  • Utilize current resources and community programs and enhancing the content to the benefit of Veterans. Collaborate with other service providers in reassessing the Veteran's needs.
  • Provides consultation to colleagues and other employees on the psychosocial treatment of Veterans.

Work Schedule: Monday - Friday 7:30am - 4:00pm, subject to change based on the needs of the facility.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/.
  • Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment.

Grade Determinations:
Licensed Professional Mental Health Counselor (Program Manager), GS-13:

Experience, Education and Licensure.
In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.

Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below:
1. Ability to make judgments and decisions associated with program management.
2. Ability to monitor program outcomes using data driven quality assurance process.
3. Ability to develop productivity standards appropriate to each service provided.
4. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.

Preferred Experience: Previous Suicide Prevention Program experience preferred and/or previous supervisory experience.

The actual grade at which an applicant may be selected for this vacancy is GS13.

Physical Requirements: Physical Demands: Physical aspects associated with work required of this assignment are typical for the occupation, see Duties section for essential job duties of the position. May require standing, lifting, carrying, sitting, stooping, bending, pulling and pushing. May be required to wear personal protective equipment and undergo annual TB screening or testing as conditions of employment.

Work Environment: work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
