Joining the Customs and Border Protection Office of Information and Technology will allow you to use your experience in application software, policies and procedures. This position starts at a salary of $124,531.00 (GS-14, Step 1) to $161,889.00 (GS-14, Step 10). In this Supervisory Information Technology Specialist (Applications Software) position you will become a key team member of Homeland Security professionals to ensure that various Information Technology (IT) application software components. Typical work assignments include:

  • Managing the IT applications using agile methodologies from initiation to completion, including technical project management of new and ongoing projects.
  • Supervising the design, development and testing of large and complex programs that are mission critical or have a wide impact
  • Reviewing and interpreting departmental IT policies, standards and guideline, procedures, and strategies governing the planning, design, and deliver of agency-wide software design.
  • Serving as the primary liaison between customers and vendors and IT management throughout the development process.
  • Developing performance plans and giving advice, counsel, or instruction to subordinates on both work and administrative matters.

Qualifications

Basic Requirement: Individuals must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendation
You qualify for this position if you meet the basic requirement listed above and possess one year of specialized experience as described below.

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Researching emerging technologies and establishing new or supplemental guides that will improve the quality of the software architecture.
  • Overseeing the testing, installation, implementation, and maintenance of application software.
  • Providing technical advice and guidance in the application of standards, methods and procedures for software testing.
  • Identifying and defining business or technical requirements applied to the design, development, implementation, management, and support of software systems, networks and data.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 06/20/2025.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years.   • Working for the U.S. Government as a federal civilian or as a member of the military

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Additional information

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment.

Leadership Training: All newly appointed first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 3 weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
