Implements operational policies, procedures and programs
Conducts the review and ongoing assessment of the domestic meat, poultry, and egg products inspection program
Supervises a cross-functional team to coordinate and implement public health regulatory activities
Identifies public health problems and/or food safety issues
Directs the activities of personnel to conduct inquiries or assessments, document findings, and recommend action
Implements program and organizational changes affecting the frontline workforce
Integrates new inspection programs and procedures with current inspection and/or enforcement activities
Provides guidance to personnel regarding changes or new procedures and clarify respective roles and responsibilities
Makes recommendations to the district for effectively implementing and improving programs and procedures
Provides technical advice to federal grant of Inspection applicants and coordinates with the district office to manage the grant of inspection origination process
Verifies the plant has validated its Hazard Analysis Critical Control Point (HACCP) plan and that it meets regulatory requirements
Ensures proper application of the rules of practice and oversees the preparation of detailed verification plans for accurate execution
Utilizes FSIS information systems, reports, and analytical tools to oversee an establishment‘s compliance with HACCP and other regulatory requirements
Assists and reviews decisions on establishment management appeals and/or complaints
Ensures proper implementation and maintenance of FSIS sampling initiatives
Reviews and evaluates program operations to identify deficiencies and make recommendations for corrective actions

Time-in-grade: You must have completed one year at the GS-12 grade to meet the time-in-grade requirement for this position.
This is an interdisciplinary position and will be filled with either the Consumer Safety Series 0696 or the Veterinary Medical Science Series 0701. his position is being advertised as an interdisciplinary position and may be filled in either of the job series/position titles listed. In addition to the specialized experience requirement, both series have an Individual Occupational Requirement (IOR) that must be met to qualify for the position.
The consumer safety officer educational qualifications letter and worksheets previously issued to FSIS employees does not qualify as education transcripts. USDA policy is to require copies of transcripts from all applicants for positions with a positive educational requirement. USDA Policy supersedes previous FSIS policy in this regard; please submit copies of your transcripts for either series you are applying for. You may include the FSIS letter or worksheet with copies of your transcripts to assist in highlighting your qualifying coursework.
The IOR for the Consumer Safety Series 0696 is a basic requirement that can be met with education or a combination of education and experience. You must meet one of the following:
A bachelor's or graduate/higher level degree in quality assurance or a related degree that included at least 30 semester hours in one or a combination of the following: consumer laws, biological sciences, food science, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, legal investigations, law enforcement, or related scientific fields that provided knowledge directly related to consumer safety officer work. The 30 semester hours may include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming
Combination of education and experience: I have completed courses consisting of at least 30 semester hours in the fields of study described in paragraph A above, plus appropriate experience or additional education
The IOR for the Veterinary Medical Science Series 0701 is a basic education requirement.
Doctor of Veterinary Medicine (DVM) or equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school or college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA). Proof of certification of their final transcript by the Educational Commission for Foreign Veterinary Graduates (ECFVG)
Possession of a permanent, full, and unrestricted license to practice veterinary medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States that includes successful completion of the North American Veterinary Licensing Examination (NAVLE) or its predecessors, the National Board Examination (NBE) and the Clinical Competency Test (CCT).
Proof that the education obtained in a foreign veterinary medical program is equivalent to that gained in a veterinary medical program that is accredited by the American Veterinary Medical Association Council on Education. Under this provision, equivalency is established only if an AVMA-accredited veterinary medical school or college accepts the graduate's final transcript from the foreign veterinary medical school at full value for placement into an advanced degree, postgraduate educational program, or training program (e.g. residency or graduate program).
Specialized experience for the GS-0696 series
You must have 52 weeks of experience equivalent to the GS-12 grade that demonstrates your ability to perform, plan or manage complex food safety activities. Qualifying experience typically includes compliance work related to processed products inspection or the supervision of processed product inspection involving enforcing laws and regulations to protect consumers from food products that are defective, dangerous, impure, unwholesome, or improperly or deceptively labeled or packaged.
