Duties

Help
  • You will provide training and supervision to students at NDACS (Navy Drug and Alcohol Counselor School) and assist in the development, evaluation, and revision of the NDACS curriculum.
  • You will manage the Clinical Preceptorship Program (CPP) contract.
  • You will train select personnel as drug and alcohol counselor interns.
  • You will serve as the Board Administrator of the U.S. Navy Certification Board (USBCB).
  • You will liaison with the Contracting Officer and the principal contractor.
  • You will maintain the certification database for all SARP Counselors including command, location, and certification dates.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a DON Drug Testing Designated Position (TDP) due to provision of alcohol and drug counseling and drug abuse counseling and IAW DON Drug Free Workplace designation.
  • A favorable ANACI (Access National Agency check w/Inquiries) background investigation is required for a non-critical sensitive position requiring access to network systems.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience functioning as a member of an instructional team providing didactic and experiential instruction in the training of substance abuse/dependence counseling interns.
  • Experience serving as the Contracting Officer Representative (COR) providing contract surveillance, administration, evaluation, and management of contract.
  • Experience maintaining all contract correspondence such as drafts, monthly reports on program performance, and a variety of narrative a tabular material.
  • Experience administering Navy Drug and Alcohol Counselor Program credentials for all Navy, Marine Corps and Coast Guard military and civilian alcohol and drug abuse counselors.

Basic Requirements

Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work:

Three "3" full years of progressively higher-level graduate education leading to a Ph.D. degree
OR
Ph.D. equivalent doctoral degree; (Your transcripts must be attached)

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
