Duties

Help
  • You will facilitate the mission and strategic plans of the Director, Navy International Programs Office (IPO), Deputy Assistant Secretary of the Navy (International Programs) (DASN (IP), and Navy Implementing Agency (IA).
  • You will perform and lead a team to perform Case Execution and Case Closure duties for Foreign Military Sales (FMS) and Building Partnership programs and policy.
  • You will implement execution goals and objectives; develop resource estimates and determine resource allocation for assigned programs.
  • You will develop, implement, plan, promulgate, monitor and interpret Department of Defense (DoD), Department of the Navy (DoN), and Navy IPO SC/SA/FMS policy and guidance.
  • You will be a subject matter expert and represent the DoN SC/SA/FMS Enterprise and Navy IA to external agencies to interpret FMS and BPC policies in execution of Navy IPO/DASN (IP)/ Navy IP responsibilities.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a Defense Acquisition Workforce position that requires a Program Management, Practitioner acquisition certification. You will have 60 months to earn this certification and must obtain and maintain it in accordance with DoD Instruction 5000.66
  • CLP: Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66.
  • This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: Expert

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Expert Knowledge of Foreign Military Sales (FMS) and Building Partnership Capacity programs and policy and regulations to include Export Administration Regulations and International Traffic in Arms Regulations; Ability to provide representation on organizational and program matters/issues to all levels of interest both internal and external to the organization; Knowledge of DoD and DoN weapons systems program management and associated acquisition processes, regulations, and procedures.
