This position is the Commander of the 102d Force Support Squadron.

1. Directs, plans, organizes, and oversees all support services activities of the Force Support Squadron (FSS) to supported organizational units. Coordinates work of force support personnel outside of the organization through relationships with senior leaders and career field managers. Serves as the primary advisor to senior leaders within and outside of the organization on all military personnel and force support matters within the Wing. Directs force support activities within the Wing to include Personnel, Commander's Support Staff, Base Contingency Operations, Food Services, Mortuary & Casualty Operations, Morale, Welfare and Recreation, Fitness, Family Readiness, Force Development, Personnel Readiness, Postal and Honor Guard. May direct Recruiting and Retention operations for the Wing. Manages multiple resource budgets with differing legal requirements and timelines for execution. Makes decisions on complex work problems presented by subordinate supervisors. Finds and implements ways to improve processes, eliminate bottlenecks, promote team building, and improve business practices. Exercises delegated authority to oversee the overall planning, direction, and timely execution of all military personnel and manpower activities within the Wing. Establishes long-range strategic vision, goals, and objectives for work performed by the organization and all subordinate employees. (30%)

2. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides feedback on observed strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action to higher authority in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Assures reasonable equity of performance standards and rating techniques developed by subordinates across the FSS. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees. (25%)

3. Represents the FSS and the Wing formally and informally to outside agencies to justify, defend, or negotiate on force support matters for the Wing. Serves as the primary point-of-contact with the National Guard Bureau (NGB) for all force support matters impacting the Wing. Provides field input to NGB on policy impact to mission effectiveness. Engages with outside agencies to educate, advocate, and negotiate all force support matters on behalf of the Wing. Frequent contact with high-ranking military or civilian managers, supervisors, and technical staff at NGB and Headquarters, US Air Force, through informal and formal methods of contact. Works closely with the Army National Guard within the State and nationally on joint matters. Represents FSS and Wing on force support issues related to State Active Duty and emergency management. Coordinates with civilian emergency response agencies as needed related to force support matters including scheduling, planning or execution of casualty and mortuary services, and various Domestic Operations. (15%)

GENERAL EXPERIENCE: Must have experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have least 1-year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Incentive Termination without Recoupment:
If you accept an Active Guard Reserve (AGR) position or a Military Technician (Mil Tech) Permanent or Indefinite position after 25 February 2010 where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment.
