The United States Space Force (USSF) United States Space Command (USSPACECOM) Space Acquisition and Integration Office (SAIO) at Peterson Space Force Base is searching for a Contracting Officer (NH-1102-03, GS-12/13 Equivalent).

Description:
The Space Acquisition and Integration Office (SAIO) is a unique integrated services acquisition organization with program, contracting, and quality management personnel. The organization is a direct report to the SpOC Commander, responsible for executing a $12B portfolio in support of Headquarters SpOC, SpOC Deltas, United States Space Command (USSPACECOM), North American Aerospace Defense Command (NORAD) / Northern Command (NORTHCOM), and other mission partners as assigned.

SAIO's mission is to deliver responsive, mission-focused acquisition solutions to optimize warfighter operations by being the premier acquisition organization recognized DoD-wide for its integration, expertise, and quality of execution. SAIO is an award-winning acquisition organization that executes complex, above Space Base Delta (i.e., Wing) services acquisitions.

The selected candidate will be responsible for awarding or supporting pre- and post-award activities for the knowledge-based services portfolio. Candidates may be considered for positions supporting radar and satellite operations/maintenance programs or cyber/classified ISR programs. The primary goal of this role is to deliver responsive, mission-focused acquisition solutions that optimize warfighter operations. As a Contract Specialist or Contracting Officer, you will play a pivotal role in ensuring the success and effectiveness of our acquisition processes and programs.

The ideal candidate for this position will have relevant Contract Specialist or Contracting Officer experience in providing facilitation for SERVICES acquisitions and contracts to include, but not limited to market research, requirements development, acquisition strategy development, source selection execution, training, performance management, and portfolio tracking. Ability to obtain Acquisition Professional Development Program, Contracting applicable to the duties of the position. Strong analytical and problem-solving skills with the ability to work on complex, mission-critical projects. Excellent communication and interpersonal skills, both written and verbal. Ability to build and maintain effective working relationships with stakeholders at all levels.

Knowledge of DoD acquisition, life cycle management, risk management, quality assurance control, and cost/price analysis policies, procedures, and practices. Knowledge of the missions, products, services, needs, and goals of the program(s) and organizations that govern, interface with, and/or influence the acquisition process. Ability to recognize and analyze problems, conduct research, analyze, interpret and apply rules, regulations, and procedures, summarize results, make appropriate recommendations, and implement innovative detailed strategies to resolve issues. Ability to plan and execute complex, multi-faceted portfolios and/or projects by stratifying resources and executing within established cost and schedule constraints. Ability to communicate effectively orally and in writing, clearly, concisely, and with technical accuracy. Ability to maintain good internal and external working relations, to use a high degree of tact and diplomacy with key individuals/groups, and to support/interact/advise mid and senior level leaders.

  • Required to comply with the organization's time and attendance policy; this position is on-site and ineligible for remote and 100% telework.

  • Must be able to obtain and maintain a Secret security clearance.
  • Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
  • Required to be in office to access classified information IAW the portfolio assigned.
  • Required to sign a non-disclosure statement.
  • Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
  • May be required travel away from the normal duty station on military or commercial aircraft.
  • May be required to work overtime on an unscheduled or emergency basis.
  • May be required to be part of a source selection team; during this time the employee may be removed from telework agreement or placed on a modified agreement.
