Duties

Help

As a IT Specialist (Systems Analysis), GS-2210-14, typical work assignments may include:

  1. Product Delivery
    • Collaborating with engineering, design, and partners to specify, design, and deliver new features, functionality, and/or digital services.
    • Partnering with design to execute usability testing, user research, and other techniques for evaluating prototypes and solutions.
    • Monitoring and analyzing product performance and then using those data-driven insights to inform continuous improvement.
  2. Product Discovery and Strategy
    • Leading the execution of a shared roadmap to make White House campus entry and operations simpler and more secure.
    • Owning product discovery by talking to users, understanding their needs, doing market research, and executing on those insights.
    • Identifying problems and working with stakeholders to define opportunities, set priorities, and drive iterative platform-wide improvements.
  3. Mentoring and Coaching
    • Mentoring Associate Product Managers in deeply understanding user needs, rapidly iterating, and making user-centered decisions.
    • Contributing a collaborative environment where the team uses data, user insights, and feedback to prioritize and execute.
    • Contributing towards a culture of clear, consistent communication-both, written and verbal.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

BASIC REQUIREMENTS: Applicants must meet all of the criteria listed below in order to meet the basic requirement for the IT Specialist (SYSANALYSIS), 2210 position.

  1. Attention to Detail - Meticulous; thoroughly reviews and proofreads various IT related data/information; dedicates focus to accomplish tasks that are complete, precise, and accurate to a given IT situation.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive IT services or IT products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess IT needs, provide expert technical information or assistance, resolve fairly complex or non-routine problems, or satisfy expectations; knowledge of available products and services; committed to providing quality IT products and services.
  3. Communication - Expresses technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, recognizes potential miscommunication, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies IT related problems using a variety of materials or sources; gathers and applies technical information to determine accuracy and relevance to moderately complex problems; uses sound judgment to generate and evaluate alternatives; makes decisions or recommendations that influence IT policies or programs and applies new developments to previously unresolved problems.

SPECIALIZED EXPERIENCE REQUIREMENT:
You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One full year (52 weeks) of specialized experience at or equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to 1) lead cross functional teams throughout the execution of a product lifecycle; 2) collect, analyze, and translate user and market data to improve technical processes, and 3) advocate for user/customer needs.

HIGHLY DESIRED EXPERIENCE:
  1. Familiarity with human-centered design principles.
  2. 4 (or more) years in business-to-business (B2B), business-to-consumer (B2C), and/or internal tooling product management.
  3. Using web analytics programs and tools to assess and improve the effectiveness of a website.
  4. Conducting user research to understand underlying needs and determine what new capabilities should be incorporated.
  5. Defining direction and goals based on customer needs and mission requirements.
  6. Proven experience presenting technical information to executives and/or senior leaders.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
