Duties

Help
  • You will serve as the Service Support IT Specialist within the Fleet Communications Division of the Command, Control, Communications and Computer (C4) Systems Department of Military Sealift Command (MSC).
  • You will provide direct oversight of shipboard IT systems ensuring system compliance with applicable laws, regulations, policies, standards and procedures.
  • Yow will direct oversight and support to MSC ships is required and ranges from minor repairs to major overhauls requiring extended industrial assistance.
  • You will research, develop, evaluate effectiveness and technical adequacy of work items and proposals for resolving complicated and critical IT problems.
  • You will support cyber security and compliance reviews during shipboard network inspections.
  • You will develop and implement processes and procedures to improve reliability and supportability of IT systems/equipment.
  • You will coordinate innovative, unusual and/or routine shipboard IT system installation, maintenance, and sustainment activities

  • This position has been designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework (DCWF) work role of (411) proficiency level (Intermediate) as a condition of employment,
  • the incumbent of the position is required to obtain and maintain qualification in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023, and supporting Department of Navy policies.
  • This designation requires the incumbent to: 1. Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment and maintain those credentials
  • as described in DoDM 8140.03 for DCWF role of (411-Technical Support Specialist) proficiency level (Intermediate). For more information, please review DoDM 8140.03 and supporting DON policies.
  • 2. Participate in continuous professional development program as described in DoDM 8140.03. An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed;
  • Continuous professional development begins in the fiscal year after the employee has obtained both foundational and residential qualification requirements.
  • 3. Acknowledge responsibilities in writing via command designation letter. Failure to meet a condition of employment may result in disciplinary and/or adverse action up to removal from federal service.
  • The employee may be required to work overtime on an emergency basis and participate in training events scheduled outside of normal work hours.
  • The employee may be required to work aboard surface vessels while underway on trial runs and regular operations.
  • Shipyard and shipboard work is a requirement of the position where the incumbent may be required to
  • do a considerable amount of walking, gaining access through small penetrations and climb ship structures (i.e. masts)., crawl and bend to accomplish shipboard inspections in a shipyard environment.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Experience with computer network and IT systems life cycle planning, management, operations and sustainment. Experience with IT hardware and software concepts, principles and practices sufficient to ensure shipboard networks and IT systems remain operational. Experience with the effectiveness of current technical and support services, such as hardware, software, solutions and Cybersecurity activities. Experience executing installation, maintenance and sustainment activities for new and existing computer network and IT systems. Experience with systems life cycle management concepts used to plan, develop, implement, operate and maintain IT systems. Experience identifying and resolving significant software and network integration problems and developing solutions for implementation of integrated computer systems.
