Duties

Help

Incumbent serves as the HQ Air Force Services Purchase Card Program Coordinator responsible for the development, planning, and execution of the P-Card program. Serves in an advisory capacity to activity personnel, contractors, and others concerned with the P-Card program. Provides technical direction and general contracting guidance regarding regulations and techniques as applied to the use of NAF funds. Responsible for providing training that incorporates all NAF and DoD initiatives and guidance, AFMAN 64-118, funds management control, and law guidelines. Maintains listings of all cardholders and approving officials under established jurisdiction. Responsible for the surveillance of P-Card activity and providing information to organizations. Processes all purchase card applications, maintains span of control in accordance with NAF, DoD and component guidance, plans, schedules and conducts/coordinates training seminars for billing officials and cardholders. Responsible for providing all training that incorporates NAF and DoD initiatives and guidance, AFMAN 64-118, and funds management control. Responsible for assisting with training all billing officials and cardholders on the banks online certification system referred to as PaymentNet and ExacTrac. Participates in the development of quality assessment guides and provides technical input for a variety of administrative packages such as formal letters, reports, staff studies, Congressional inquiries, staff summary packages, briefing, charts, and bullet background packages. Performs all other duties as assigned.

Qualifying Experience:
Experience with the Federal Acquisition Regulation and Contracting regulations, policies, and instructions. Experience with the legislation, regulations, and methods used in contracting. Experience with business and industry practices, sources of supply, cost factors, and requirements characteristics. Experience with Windows, MS Word, Excel, and Access.

Knowledge, Skills and Abilities (KSA's):Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Bachelor's Degree from an accredited educational institution, or 24 semester hours of business management related coursework.
  2. Communicate effectively both orally and in writing.
  3. Answered policy based questions to customers in your previous employment.
  4. Briefing/training personnel in settings of 15 and more.
  5. Experience scheduling personnel in required training.
