The Director of Publishing is responsible for planning and implementing the general publishing program of the Library of Congress and for managing the operation of the Publishing Office, including supervising Publishing Office staff and contractors. The Director extends the range of the Library’s publishing program through cooperative agreements with outside publishers and other organizations, agencies, or individuals.

The Director encourages and supports the development of publications that describe or interpret the rich and varied collections of the Library, its history, architecture, and services, and ensures that these publications maintain the highest levels of integrity in scholarship and editorial practice.

The Director also supervises the Historian for the Library of Congress, providing oversight to the Historian’s work to compile the Library’s institutional memory, provide advice and consultation; and represent the agency in public outreach.

Supervises a group of employees performing work up to the GS-13 level. Provides the administrative and technical supervision necessary for accomplishing the work of the Office. Performs the administrative and human resource management functions related to the staff supervised. Establishes guidelines and performance expectations for staff and communicates them clearly through the formal employee performance management system. Provides feedback and coaching and periodically evaluates employee performance. Resolves informal complaints and grievances. Prepares performance plans and recommends personnel actions as needed. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests and time sheets.

Responsible for the direction and management of the Library’s general publishing program and operations to achieve specified goals and objectives. Develops and oversees implementation of a multi-year publishing plan, as well as title-specific publishing plans, which include strategic goals and objectives, schedules and timelines, required staffing and contractor resources, potential and actual cooperative partners, production costs, marketing and promotion mechanisms, and traditional and electronic distribution channels. Formulates, interprets, and applies publishing policies and practices. Makes major recommendations on significant internal and external program and policy issues affecting the overall organization. Among other pertinent factors, considers historical data, such as sales data, in formulating the plans. Ensures that publishing plans are aligned with the Library’s strategic plan.

Fosters, maintains and manages relationships with cooperative publishing partners. In consultation with the Office of General Counsel (OGC), initiates and develops cooperative publishing agreements with external publishers to produce and distribute books and other products that increase knowledge of the Library’s collections. Coordinates with curatorial divisions in the Library on the conceptualization and development of publication proposals and on the implementation of cooperative publishing agreements.
