Do you have experience leading a team concerning IT Systems Implementation Management, risk management, Staff Assistance Visits (SAV), guidance, and oversight. Ideal candidate will be a leader, motivated, self-starter with the ability to comprehend a wide range of issues concerning IT Systems Implementation Manager, risk management, Staff Assistance Visits (SAV), guidance, and oversight. Candidate will serve as a professional cyberspace, IT, communications manager with, execution, and operational responsibility in assigned area(s). Considered the technical expert for the organization in cyber, IT, and communications electronics assignments concerning HQ Space Operations Command systems and Space Mission Systems communications networks; employee provides technical leadership and management to ensure project/program success. Work encompasses several phases of cyber, IT, comms resource(s) application process in which the employee guides, evaluates and oversees the activities of others. Candidate will provide clear guidance for execution of goals designed to meet the Commander's Lines of Effort (LOE) with focus on IT Systems Implementation Management.
Background: Experience and knowledge should also demonstrate ability, expertise, and experience applying expert analytical and evaluative skills to determine the actions necessary to assess a variety of major mission and operational plans. Developing funding guidance for and participate with planners in fiscal planning to develop input into the Program Objective Memorandum (POM). Developing new methods for testing, planning, programming, and budget actions/processes in support of major missions and operational plans. Analyzing the effect of high-level decisions (e.g., Joint Chiefs of Staff), on IT Systems Implementation Management processes, developing changes in areas where necessary and preparing justification rationales to support the changes. Defending recommendations to higher levels of management as necessary. Establishing on-going evaluation mechanisms for evaluating the effectiveness and assessments as they relate to major mission and operational plans support. Performing risk/benefit, dollar cost/economic analysis in support of decision making on significant issues.
Key Skills and Abilities:
1. Knowledge of cyberspace, IT, communications systems concepts, principles, practices, standards, methods, development techniques, materials, and equipment to effectively apply development, execution, and advisory services.
2. Knowledge of development testing and evaluation sufficient to apply new applications to issues and provide technical advice and direction in support of weapon systems, subsystems, and/or support equipment.
3. Knowledge of integrated space vehicles, ground systems, and support equipment sufficient to plan, manage, test, troubleshoot, evaluate, and oversee the sustainment of electronic systems or devices.
4. Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships of new technology on current systems and processes.
5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. Ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals.
6. Knowledge of processes and procedures related to program management and strategic planning activities needed to execute projects and/or studies within established financial and time constraints.
