Duties

Major duties and responsibilities are summarized below.

Serves as principal advisor to the Warfighter and Family Readiness Director (J9) on human service matters; develops and implements family and
service member programs related to readiness and retention in the area of responsibility (AOR). Ensures the appropriate implementation of Navy
policies and priorities to include the provisions and intent of new and emerging programs. Provides consultation and program/policy expertise to
commanding officers, region program managers, regional Navy FFSPs, Navy Personnel Command, and DoD family support program staff.
Coordinates all regional FFSP programs with regional installation agencies and maintains close and continuous contact with leaders of military
resource agencies. Intent of these contacts is to promote sound planning principles and develop a coordinated community services program. Ensures FFSP staff is prepared to meet crisis situations such as ship or plane accidents or other incidents resulting in death and injury by establishing a comprehensive plan, which includes coordinated services with available resources. Ensures Appropriated Funds are available to meet all contractual obligations and initiates contract modifications as required. Serves as focal point for groups addressing military family and service member's quality of life (QOL) issues; develops plans of action for approval or implements group decisions, as appropriate. Carries out research into issues that may result in precedent decisions and/or require proposals to change regulations. Serves as the Regional Sexual Assault Response Coordinator (RSARC). Ensures sexual assault case data is uploaded into appropriate Department of Defense (DoD) information systems and ensures victim care with appropriate referral agencies. Validates installation SARC programs with compliance with OPNAVINST 1752.1C, Sexual Assault Prevention and Response Program.

Develops regional Memorandums of Understanding (MOU) and maintains formal agreements and relationships with a variety of military and community
agencies. Establishes informal working relationships with regional agencies for the purpose of establishing, delivering and promoting programs.
Identifies family and single service member issues, trends, needs, and program priorities through methods consistent with continuous improvement
principles. Identifies problems that require solutions and determines appropriate problem-solving methods and resources needed. Uses formal and
informal needs assessment to ensure that long-term proactive/reactive programs and services are available regionally. Resolves problems of overlap, duplication or conflict. Researches and develops position papers and instructions related to the impact of FFSP programs and services in the region. Ensures the FFSP meets all accreditation standards; documents shortfalls and action plans for the FFSP to comply with standards. Manages regional budget including direct Base Operating Support (BOS) funding plus reimbursable funds provided by DoD and Department of Navy (DON) for specific programs and services. Determines goals and objectives, determines best solution for budget shortages and plans for long-range resource requirements. Through the media, correspondence, personal visits and telephone contacts, maintains liaison with professional, municipal, special districts, state and federal agency representatives predominantly involved in coordination of military social service program initiatives or partnerships. Initiates new regional policy or modifications to existing policy for varied FFSP programs. Reviews policy directives from higher authority and evaluates them for changes required for regional program management. Acts as the principal Navy representative and directly participates in national and regional QOL program policy development through DoD, DON, federal, and state agencies. Oversees the implementation of FAP related policies, procedures and programs. Identifies trends and incident rates of child and spouse abuse. Assumes and carries out a comprehensive, effective leadership role as the senior Navy official within the region who coordinates FFSP matters, marketing, and public affairs. Ensures consistent positions, agreements, and responses to federal, state, and local agencies within the region. Coordinates closely with state agencies, i.e., Child Protective Service, Department of Health and Human Services, regional command and Commander, Navy Installations Command (CNIC). May act as the spokesperson for the FFSP Programs in coordination with the Regional Public Affairs Officer. Represents the Navy and regional Navy commands in conferences involving local, state, federal agencies and tax supported private agencies having interface and cooperative interests in matters impacting the Navy.
