Duties

Help

As an Criminal Investigator at a minimum you will:

  • Execute investigations, develop investigative plans, make decisions, and lead complex criminal investigations.
  • Direct and participate in large-scale investigations having national or international jurisdictional or media interest.
  • Arranges access to records and work sites, interviews staff and executive personnel.
  • Executes search warrants, conduct surveillance and serves subpoenas. 
  • Executes arrest warrants and conducts arrests.
  • Conduct interviews of witnesses, victims, and subjects.
  • Draft supporting documentation such as affidavits, memorandums of interviews, case closing memos, and reports of investigations.
  • Update and maintain case information in a case management system.
  • Evaluates information reported to identify issues involved and types of evidence needed.
  • Communicates to management team on progress of investigations.

Incumbent will need to complete or provide documentation of having completed the Criminal Investigation Training Program (CITP) course(s) at the Federal Law Enforcement Training Center (FLETC). This requirement may be met by certification of completion of a compatible course such as the Federal Bureau of Investigations (FBI) Academy New Agent Training, U.S. Drug Enforcement Administration (DEA) Basic Agent Training, or U.S. Army Criminal Investigation Division (CID) Special Agent Course. Each Special Agent will attend a formal OIG-specific follow up training program. Failure to meet this training requirement will result in removal from the agency.

In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for initial appointment to a position in a criminal investigator position.  If you are above the maximum entry age and have prior federal law enforcement coverage, you MUST submit an SF-50 to verify prior coverage.

Key Requirements:

  1. U.S. Citizenship is required.
  2. Incumbent will be subject to random drug testing.
  3. Must serve a one-year probationary period unless excepted by regulation.

  5. Statement of Employment & Financial Interest may be required prior to appointment.
  6. Incumbent must obtain and maintain a Top Secret Clearance.
  7. Selectee must pass a pre-employment law enforcement medical exam.
  8. Incumbent must meet the firearms criteria based on PL 102-296, Sec 812.
  9. Incumbent must be able to carry a firearm under the Lautenberg Amendment.
  10. Incumbent must be able to obtain/maintain a valid state driver's license.
  11. Must be available for overtime.
  12. Males born after 12-31-1959 must be registered for Selective Service.
  13. Selectee must be willing to travel up to 25% of the time.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this public flyer notice. 

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.

This is a non-competitive opportunity (e.g. Lateral transfer). No promotion potential exists beyond the highest grade you have held permanently within the Federal service. 

Applicants applying for the GS-9 grade level must have specialized experience equivalent to the GS-7 level.

Specialized experience statement for GS-09:

  • Experience evaluating information pertinent to criminal, civil or administrative investigations.
  • Experience in conducting surveillance.
  • Experience in developing informants.
  • Experience interviewing witnesses.
  • Experience in planning, organizing, and conducting routine criminal investigations.
  • Experience writing reports of findings.

OR

B. Have a Master’s. or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree in the fields of finance, accounting, computer science, business administration, journalism, languages, or forensic science or a LL.B or J.D. from an accredited college or university.

Applicants applying for the GS-11 grade level must have specialized experience equivalent to the GS-9 level.

Specialized experience statement for GS-11:

  • Experience planning, organizing, and conducting routine criminal investigations with minimal supervision.
  • Experience in assisting with interviewing witnesses.
  • Experience in assisting with the development of informants
  • Experience in assisting in conducting surveillance.
  • Experience testifying in court and/or administrative hearings.
  • Experience writing detailed reports of findings.
  • Experience in assisting with evaluating information provided by informants.

OR

B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree in the fields of finance, accounting, computer science, business administration, journalism, languages, or forensic science or LL.M. from an accredited college or university.

Education

When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience (for example, 6 months equals 50%) and the percentage of graduate study (for example, 9 graduate hours for a GS-07 equals 50% where 18 graduate hours constitute a full-time year) must total at least 100%.

There is no substitute of education for specialized experience for the GS-12 position.

There is no substitute of education for specialized experience for the GS-13 position.
