Duties

Help
  • You will serve as the designated Explosives Safety Officer (ESO) for installation.
  • You will administer direct oversight associated with a comprehensive explosives safety program that includes individual tenants located on the installation.
  • You will serve as the installation trainer for explosives safety and the Explosives Safety Management Program (ESMP).
  • You will serve as the senior advisor to the Installation Commanding Officer and, as such, has direct access to provide reasoned, informed advice regarding explosives safety standards and acceptable levels of risk.
  • You will ensure all requirements for the storage and transportation of arms, ammunition and explosive (AAE) materiel, AAE personnel screening, and assignment training criteria are properly applied.
  • You will conduct safety analyses and operational training checks of explosives operating lines as new systems or processes are implemented on the installation.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.

  • Upon assignment, the employee must complete the training or recertification within 24 months. If employee does not satisfactorily complete or maintain recertification, employee will be subject to removal/reassignment.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and applying explosives safety, practices, procedures, laws, regulations and policies to carry out an explosives safety program; 2) Determining causal factors contributing to mishaps and/or hazardous working conditions and developing corrective action; 3) Developing and Conducting training courses related to explosives safety, transportation of hazardous materials, preservation/ packaging, and ammunition logistics; 4) Inspecting facilities to determine compliance with standard operating practices and locate potential areas for mishaps

Additional Information -
Work involves limited office time, but incumbent spends a considerable amount of time and effort performing onsite training, inspections, surveys, and assessments of AE operating buildings, AE storage areas, combat aircraft loading/parking areas (CALAs/CAPAs), aerial bombing ranges, air fields, piers and wharfs, and vehicle and industrial shops within the AOR. Assessments and inspections require frequent walking, prolonged standing, and occasional climbing, crouching and kneeling. Incumbent must be able to wear the appropriate personal protective equipment (PPE).

In addition to a normal administrative environment, the incumbent will be required to visit AE storage, handling and transfer areas, assembly, loading and maintenance areas including aircraft loading/down-loading and arming/de-arming areas. The incumbent will may be exposed to mass detonating, fragmenting, and mass fire hazard producing materials, operating heavy equipment and rotating machinery, dust, fumes, and high noise levels; as well as high heat and , humidity, and and extreme cold; such exposures. Duties will require necessitate the use of PPE including safety shoes, safety glasses or goggles, hearing protection, and hard hats as when required.

Weekend and after-hours work may be required.

Work requires travel away from the normal duty station on a periodic basis.
