Summary

  • You will lead the Information Technology Department Heads in providing direction to all aspects of the (IT) environment.
  • You will oversee and ensure the success of IT Operational Management (ITOM) and service delivery, including oversight of an enterprise service desk, global IT support services, traditional components of an IT Service Management (ITSM) organization.
  • You will oversee the development and justification of a large budget and you will be responsible for reporting progress and addressing issues during execution.
  • You will oversee the Activity’s IT cybersecurity portfolio to minimize the Enterprise’s cyber risk, maximize the cyber department’s budget execution efficiency, and ensure awareness of all potentially harmful activity.
  • You will provide advice, mentoring and instruction to subordinates and resolve personnel and technical issues that arise within the team.

Qualifications

BASIC REQUIREMENTS/COMPETENCIES:

3. Written and Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to experience demonstrating the four competencies above, you must possess one year of specialized experience equivalent to the next lower grade level (GG/GS-14) or pay band in the federal service or equivalent experience in the private or public sector 1) Leading the Information Technology Department Heads in providing direction to all aspects of the Enterprise IT environment; 2) Overseeing and ensuring the success of IT Operational Management (ITOM) and service delivery, including oversight of an enterprise service desk, global IT support services, and all traditional components of an IT Service Management (ITSM) organization; 3) Overseeing the development and justification of a large budget and responsible for reporting progress and addressing issues during execution; 4) Identifying and providing developmental training needs for the organization; and, 5) Providing advice, mentoring and instruction to subordinates and resolve personnel and technical issues that arise within the team.

NOTE: This position is designated as a Cyber Workforce position in the DoD Cyber Workforce Framework
(DCWF) primary work role of 901 and, as a condition of employment, the incumbent of the position is
required maintain qualifications in accordance with DON Cyber Workforce Program requirements of
SECNAV M-5239. This designation requires:

- The incumbent participate in continuous learning (CL) program as described in SECNAVINST 5239.20A
and SECNAV M-5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must
be documented in a current individual development plan signed by both the employee and supervisor.
- The incumbent must obtain the required credentials within 12 months of appointment and maintain
credential as described in SECNAV M-5239.2 for DCWF role of 901 proficiency level (Advanced), and
additional cyber work roles of 804 & 611. For more information, review SECNAV M-5239.2 Chapter 3,
paragraph b (1) (g) 1.

*Failure to meet a condition of employment may result in disciplinary and/or adverse action up to
removal from Federal service.
